The company's anal- ysis, based on an exten- sive and objective re- view of Halton's perfor- mance, cites the Re- gion's prudent financial management policies as the basis of its decision, which was outlined in a recent credit opinion re- port. Halton has upheld this rating for more than three decades, and the agency also as- signed a stable outlook for positive and consis- tent fiscal outcomes in the years to come. "Our top credit rat- ing is critical to main- taining a strong finan- cial position, and we are proud to have earned this distinction once again," said Regional Chair Gary Carr. "By recognizing the quality of our financial plans, practices and reports, Moody's has confirmed that regional council and staff continue to govern responsibly. With this credit rating, we will keep property taxes low to support res- idents and businesses as we invest in Halton's future." According to the Re- gion, maintaining a top credit rating minimizes long-term infrastruc- ture capital financing costs by providing Hal- ton and its local munici- palities with continued access to the best capi- tal financing rates available. As a result, public funds go further when invested in re- gional works, such as road, water and waste- water projects. Moody's analysis highlighted the follow- ing credit strengths as the basis of its decision: . Halton's track re- cord of posting strong fiscal results each year, supported by stable op- erations and an effec- tive multi-year budget- ing process . The Region's for- ward-looking operating and capital plans to ad- dress pressures and spending requirements early on . Halton's low and de- clining debt burden . The community's diversified economy and strong population growth In June 2018, S&P Global Ratings also up- held its top rating for the Region.
