Dr. Nigel Mark Phipps was found guilty last year by a five- member discipline panel at the College of Physicians and Sur- geons of Ontario of sexually abusing 11 female patients by showing them the naked selfies. Phipps had admitted to the panel that he showed the pa- tients and staff members an ar- ray of photos on his cell phone, but denied that it constituted sexual abuse. The photos in- cluded: one where Phipps is na- ked with his penis visible, one of Phipps' naked buttocks, one where he's naked from the groin up but where the genitals are not visible and a fourth showing him naked with a towel over his arm. The panel also found that Phipps had an erection during two of the patient encounters. Monday was the beginning of a three-day penalty hearing to decide what to do with Phipps' licence, with the maximum pen- alty being revocation. The disci- pline panel heard from a num- ber of patients through victim impact statements read by col- lege prosecutor Elisabeth ONTARIO DOCTOR A 'SLITHERY' DRAGON, PANEL TOLD Dr. Nigel Mark Phipps leaves Ontario College of Physicians in a July 31, 2017 photo. Some call it "head noises", "ear ringing," or other similar things. WHAT CAUSES IT? There are many causes; indeed almost everything that can go wrong with the ear has Tinnitus associated with it as a symptom. Things as simple as wax against the eardrum to very serious items such as tumors on the 7th facial nerve can produce Tinnitus. Meniere's disease has Tinnitus associated with it. One of the most common causes of Tinnitus is exposure to excessively loud sounds such as shooting, chain saws, rock concerts, or other loud noises.
