"These regulations would include de- fining the mandatory programs and ser- vices conservation authorities will be re- quired to provide, outlining the agree- ments between municipalities and conser- vation authorities, as well as the transition period, and how local members of the com- munity can participate in their conserva- tion authorities through community advi- sory boards." Widakdo said the MZO is a tool the province uses to accelerate the develop- ment of critical projects. She noted that for projects accelerated by a MZO, proponents will have to enter into agreements with conservation au- thorities in order to qualify for a conserva- tion authority permit. These new permits, Widakdo said, can have conditions imposed by the conserva- tion authority to mitigate against potential impacts to natural hazards, such as flood- ing and erosion. She also said the ministry has made it clear that they will protect the Greenbelt and will not consider any proposals to de- velop it. Halton Regional Chair Gary Carr, Oak- ville Mayor Rob Burton, Burlington May- or Marianne Meed Ward, Milton Mayor Gordon Krantz and Halton Hills Mayor Rick Bonnette issued a joint statement on Dec. 8 opposing the introduction of the MZO and its ability to override conserva- tion authorities on development propos- als. "We continue to invite the government to consult with conservation authorities, including ours, in the next stages of formu- lating regulations to implement the legis- lation," reads their statement. "As the negative consequences of to- day's bill are realized, we ask that the gov- ernment commit to fixing them as quickly as this legislation was introduced." On Thursday, Dec. 10 a small group of protesters took to the streets of Milton out- side MPP Parm Gill's constituency office in support of the conservation authorities. The protesters, who were part of the en- vironmental group Sustainable Milton, said that while changes to the conserva- tion authorities were passed by the prov- ince on Dec. 8, it is never too late to let the province know that they strongly oppose these actions that they say will reduce en- vironmental protections.
