united states will not agree to negotiate unrestricted reciprocity and is only partial proof as commercial union differs from un restricted reciprocity in that it means a coast tariff common to both countries while under unrestricted recipoocity each country would fit its own lari on all foreign imports in reporting mr hilts resolution the house committee on foreign affairs said the tendency of public opinion is plainly towards the enlargement of trade between the two countries which we believe will promote the independence prosperity and peace of two great peoples the resolution being a coaaou to be paid for tavern licensor in acton was f 10 highcrtbaa the law would allow with- out special vote of the ratepayers ratify lag the fee the matter was looked into by tba reeve and referred to several public citizens for their opinion as to the meaning ot the act the expression was general that the deduc tion of the council was a reasonable ooo and owing to the complex character of the section governing the matter sad also to subsequent conflicting paragraphs it was no reflection upon the council that sach an error was made tha ruling of the attor ney general upon the point at issae was at length found and as thursday was the last day ot february sod all license by laws mast be passed prior to the 1st of march a special meeting of the council was calledto remedy the delect council met at 7 oclock members all present the reeve in the chair the reeve explained the object of the meeting tha bylaw passed on the aoth february fixing the amount to be paid for licenses was then repealed a new bylaw was then introduced aad at this point the following discussion took place as to what price would be inserted in the new bylaw dr lowry i think 12j would be f sir figure it would not at that fee ap pear u if we were trying to make every cent oat of the whiskey basiaess the law allows mr harvey im ia favor of patting it down to the same price as last year 475 thats none too low thekeeve ill go f 140 when the re peal of the scott act was talked aboat the continual cry of the hotelkeepers was oaly give as the license law and mske oar basi- ness legal and well pay whatever license fee you deem reasonable and observe the law i hq is not too high mr speightisaymakeitllfo by all means that is no higher than it should be mr secord fho in ray opinion shoald be the price mr speight if we gire them a low license fee the hotelkeepers will boast that they have scared as into it and l for one am not in that box dr lowry it seems to me we are try ing to main ill we can oat of the whiskey business when we hive a chance as well as the tavemkeepers mr harvey the higher wc fix the license fee the harder they will work to sell im in favor of patting it down to last years rate the reeve if wc put the licenses at that we get literally nothing as a maniti- pality i think we should look at the in terests of the muniapality as well as to that of the hotelkeepers mr harvey they all own the hotels now and will naturally observe more strict ly the provisions of the law than if they were only tenants dr lowry i have no interest whatever in the hotelkeepers bet look at the prin ciple of the matter mr harvey we should look to the hotelkeepcrt interests as well as our own reeve storey the sentiment of the town is clearly in favor of higher license fees dr dowry yes and many other places are of course higher sir secord the people generally ex pressed themselves as glad that the fee was put op to i50 in the first bylaw this la particularly sowith the young men in town and i think we should make it as high as the law allows the reeve sappoae we pat it at iu3 to meet the views of all as nearly as possible mr speight no i am convinced that uq should be the figure mr harvey thats too high the reeve i think we should transact public business conscientiously no matter what outsiders have to say or think a councillor loses bis self esteem if he allows outside interested parties to coddla him into bringing in their interests into public business do what you think is for the best interests of the municipality ypa re present and let people say what they please aboat it after some farther discussion the follow- ing resolation was carried moved by dr lowry seconded by j a speight that the bylaw to fix the som to be charged for tavern licenses and limiting the number thereof ta this municipality be now read a second and third time and passed and that rule nineteen be suspended for such purposes and that the blanks in said bylaw be filled in with the sum of one hundred and ihiriyfive dollars and the number of licenses be limited to three this will make the total amount to be paid for licenses ia acton f 195 coancii then adjourned great
