the hydroelectric generating plants in ontario were capable of de llverlng all- the power that was required a few months after the quebec con tracts acre cancelled vie in december 193s on account of increasing demand forjkjwet the hydro was forced to nego tiate new contracts w 1th the quebec companies and at the present time these new contractu amount to a total of 4s6 000 hp the coat of power last year under uic new contracts was approximately 39 mare than under a contract that bad been repndiated this statement appear ed in a recent issue of the electrical news and engineering and is substan tiated by the hydroelectric power com missions report for 193tf in which it shows that during 1930 power amounting to 791 030 800 kilowatt hours was pur chased by hydro from the quebec power companies and for this power the com mission- paid 3 894 228 04 making a rate therefore of 3 5 mlusder kilowatt hour as against this tn the hydro re port for 1935 where the terms of the cancelled contract with one of the quebec companies are set out the cost works out st 2 7 mills per kilowatt hour with reference to the question of a power shortage i would refer to ai article headed danger of sheriff to seise any property of hydro available and jell it tn order to pay the power companies the amount owing to them ur hepburn and mr roebuck forced through ch legislature a bill which has been called the roebuck act and which expressly forbade any sheriff bailiff or other officer from taking any steps to collect any judgment from hydra now do you appreciate the extraordin ary situation t t might get a judgment of the court in our favor but we would be towerless to coiitaect it it places hydro in a favored position in fact mokes it judg ment proof it can incur di bts 01 it wishes break our laws with impunity j and we are left without any rcmed whatsoeer the principle that every person shall have recourse to the courts- of this coun try is one of the fundamentals of british liberty according to the british system of government our judges are sworn to administer the law impartially and with out fear or favor when the government step in as it did tn the hydro cast i and overrules the decision of the courts this is political interference with the administration of justice and makes the ruling of the judges a mere farce when the practice of bringing political influ ence to bear once begins no one knows where it will end and if it continues it will mokethe administration of jus tlce ln this province no longer something to be proud of but an offence to all right thinking people on the principle tnvohed in the roe buck act that of repudiating the courts mr hepburn and his government stand alone and yet mr hepburn has made this question the hydro question an issue tn
