will say nothing utentlonatly to offend ivone and v am of course aaaured in advance that my conservative friends in the audience will at least discount my remarks to their true proportions indeed i will be fortunate if they do not underate them on ortohttr iftth colonel ralston r- lurned from overseas and immediate ly met the prime minister and re ported that a serious shortage of in fantry kwenforcemrnta would devel op before the nd of the year and asked that n sufficient number of draftees should be conscripted cabin et council wan called immediately on the following day and a memorandum was received fiam army headquawer accordingly in tlte debate in the house of commons much was aald alwmt a telegram from overseas which colonel natton saw early in august the importance of this message was both emphasised and minimized but tlie fact remains that it was not shown to the prime mlnslter nor the cabin et and the first inkling of uny short age which was received by the prime minister or the cabinet was late in october no one disputes this- fact to us ordinary individuals when we have a reenforcement pool of fully trained men now overseas which runs into many tens of thousands plus other 120000 volunteers in of which at least onehalf are physic ally fit for infantry service overseas it u difficult for ua to undftktand how a shortage could have occuried in any branch of the army our to tal army commitments is sis divisions our total voluntary enlistments are over three times that amount how could a ahprtage have occurred when these figures do not include the deaf- howard graff north ambucam un hmttiu the beat means ef sneeting the em ergency wtiether we like it or nut we have a large group n canada who are opposed to aitonacriptian until tt absolutely necessary tttla sroup are not all rvanch oanadlana seven tytwo per cent ef the draftees are english speaking of the group who are opposed to conscription until tt necessary a large majority ef theaa will support conscription wheal tt i necessary but the actual sveed muat first arise vrom now on v apeak only for my self if i had been a member of the cabinet and teeing up to our actual conditions here ft would flrat want to know if the toeaaforeeraent problem could be solved by a transfer ef mee from branches of the army where we now have a surplus to the infantry where we have a shortage if i found litis could not be done in time would want time to at once acquaint the general imhllc of the farts i would then discharge the officers who neglected td report tlie shortage which started to develop many mon ths ago alt of this would take only a matter of weeks and i would then enforce conscription to tlie ektent that it was necessary in substance title is prahicjilly what hanprned ttte minister ef l- fence wai not content to have any de lay and he resigned the prime mltt- ikter and the new minister of de- 1 fnv appcalm to the iflooo infantry trained draft to enlist voluntarily he is crltlflaed for falling to threat them that they would be conkcripted if they did not enlist at once lie would have been equally criticiaad if he had threatened the prime min ister has reminded us that when we launch a victory loan camalgn we do not threaten people that if they do not subscribe voluntarily we will con script their wealth he sees no good reason for threatening our soldiers in any way different to the way in which we treat wealth the campaign for volunteers would have aucceeded if everyone would have supported it in stead of supporting the campaign for volunteers the conservative opposi tion the conservative press and even the officers commanding the draftees joined in a campaign to attack the voluntary system and to blame the government when it became apparent that the was necessary fored stettln the necessary re-en- col ralston to so overseas to find i forcementi in time then an order n- councll wai passed on november 23rd just one month and three days after the emereeticy occurred conscripting for overseas service 16000 draftees s 000 are sailing this month another b000 are salllne in january and the balance at the rate of 2000 a month this additional number of men whl adequately supply our reenforcement pool for infantry until next may both the prime minister and general macnaughton have definitely announ ced that while the voluntary system will be continued yet if at any time in the future further draftees are required they will be conscripted what has been done waa exactly what colonel ralston asked for when he returned from overseas and as a consequence when the vote was taken he supported the government it is true that he complained of the mon ths delay but i leave my audience to decide as to whether this complaint la reasonable it is also true that be now contends that all of the draftees should be conscripted now whether they will be ever needed or not here again i leave it to my audience to decide whether thla la wise in the light of actual conditions aa we have them in canada we still have a large body of people who are opposed to un necessary conecrlptlon and some of them uve in thla very county is there any justification for needlessly antagonizing them is there anything to be gained by the needjeas show of compulsion or force it might cause serious trouble and is there any compensating gain 7 right now i am going to taut pen itlcahy but t trust not otfeaihrerj will anyone tell me of any good rea son why the goruervatlve party would oppose cenacrlptlon as they actually continued on page eight out that a shortage was developing in one branch of the army re-enforce- menta but notwithstanding all of these its an infantry shortage did occur and the only apparent source from which the shortage could be made good in time was from 16000 draftees in canada whose infantry training was welt advanced in order that you may fully under stand the problem may t digress for a moment to explain the facts in pre vious wars most of our army was in fantry but in this war on account of its highly mechanized nature alt na tions were lead to stress the useof modern equipment this time the in fantry only represent one fifth of canadas army the infantry reores- ents a total front line personnel of less than 35 000 in the canadian army canada is not fighting thla war alone we have allies we are only one small member of the allied team j total war for canada in these circum- i stances means that we should do what we can best do for the common cause as a result of these facta it was decided that one half of our war effort at least one half if not more would be war production we have over a million workers in war indus try in addition to building and man- j nlng our own navy and our own alr- force we are giving away annually a billion dollars worth of tanks planes guns shells ships and food to our slllcs we also decided aa to what would be our maximum goal with respect to our naval force our air force and our army and no criticism has been made wtth respect to these decisions all of our commitments have been fully kept now let ua come to the army we agreed aa to what size it should bo w d talbot mill street acton ontario a bright and happy christmas to all at this glad season of the year we renew again the j remembrance of oor happy relationships of the past 4 we wish for
