been many changes made with we believe a desire for improve ment the improvements have for the most part been costly and now we f nd a general demand for lower educational costs provincial grants have been greatly mcreaiyj but m spite of thete the ratepayer findsqrcrcased rate each year for educational costs m the local levy this epphes to city town or township throughout the province you will notice in every tax rate struck that educational costs are blamed for part of the increased rate of course m instances where 1 rates are lower no reasons are asked for by the taxpayer if improvement and better educational facili ties were to be provided it was only natural that the costs would be higher the dissatisfaction would appear that with the higher costs there is tome doubt that education of the young people has shown any marked improvement in the fimplethings such as spelling grammar english penmanship and ordinary arithmetic there are many who will argue the standard is lower than a
