page two the acton free press acton ontario thursday april 17 ibm halton member proposes we were interested to note that hultont member- of parliament hughes cleaver had pro posed that some radical changes be made in the procedure of businoss in the house of commons the proposal made by mr cleaver was endorsed by prime minister st laurent to the oxtont that a committee be formed to bring in a report anyone who has occasion to look ovor the copy of debates of the house of commons will agree with mr cleaver that much time is wasted end taxpayers pay for the waste of time with mr cloavors seniority of many years of service as a member of parliament ho has been in a position to notice this time wasting and in view of the fact that ha is next sossion retiring he can be in an oxcellent position to suggest and do some of the things that are very necessary to the roform of parliamentary procedure for the bene fit of tho whole of canada we are pleased to note mr cleaver s intro duction of tho suboct and knowing something of his progrossivoness we can expect that there will bo a start made to reform parliamentary pro cedure before he leaves his position he will have the backing of oil canadians in getting more efficiency in the countrys business and less talk limits mr abbotts budget has been announced and tho changes for a year have been made and business can be resumed under the regulations which have been stipulated any reductions that have been made in the tax load are indeed ap preciated that period berwepn tho first of the year and budget time has come to be a serious jjhp for manufacturers sales except in case of necessity are curtailod by customors who hoped for some alleviation of the tax this would be noted the past few months by tobacco producers manufacturers of electrical goods and dealers in automobiles who have encountered a waiting public we are glad to note that mr abbott realizes the taxation load is at its near maximum and that relief from this load is very necessary in future budges as long as canadians are all earning vel and working regularly the tax load is bear eble but we must admit that our period of full eiplo merit and high earnings has been lowered in the past few months and consequently the ab i ty to pay high rates of taxation perhaps soie of this relief will be overdue before next budget time rolls around and perhaps the surplus estimated in the budget will not be so large as anticipated as long as defense commitments are high taxation is bound to be at a high level and as long as the present period of uncertainty prevails among nations of the world there appears a need for an adequate defense proqram there is how ever no need for waste in this program and here as in every other department of public affairs the taxpayer is entitled to economy of operation anc efficiency in building of arms equipment public funds are not unlimited beauty on the farm there is no denying that startling changes have taken place on the farm in the last 25 years the hbrso is making its last stand against the nevertiring tractor tho kerosono lantorn is be ing replaced by the electric bulb as hydro wires are being strung across the rural countryside liko huge spiderwebs tho automobile has becomo an ossontial form of farm transport but modom as they are many canadian farms require on highly essential thing to bring them uptodate a huge paint ob go anywhere in the rural scene and evidence will be there in abundance weather beaten hous es and barns which too often havent been touch ed by a paint brush for years if at all valuablo implements brown with rust dingy home and barn interiors there is another way to look at a good paint ob in recent years paint scientists have dis covered that color has a definite psychological effect on human beings some colors will create an atmosphere of coolness and relaxation others warmth and excitement while some will set a depressive mood hospitals have recognized these facts and are decorating their operating rooms and wards with colors that help patients tr get well more quickly in a farm home with its dozen and one daily pioblems it is necessary for the setting to be as relaxing as possible it should exude cheerful ness optimism and wellbeing a few quarts of qoocj paint could go a long way towards achiev ing this end the good old days may have seemed better back in 1902 profits first with over 92 per cent of tht eligible voters ctiatmq their ballots last wet k dundalk clu jtd that the own didn t want either a liquor store or o beer warehouse there wort 560 eligible voters and s0 ballots were cast dundalk may well be congratulated on the choice that has been mack there are altogether too many outlets in tho pro vincealroad and the are of no bonef t to the well being of the citrons of this province tht wets failed to secure even a majority while 60 per cent of the vote was required before the out lets could be established this week brampton electors go to the polls in o similar vote and the result wilj be known bt fore this issue reaches our reader x it ontario s consumption of liquor is to be kept within reason able bounds there needs to be a constant alert ness on the part ot those citizens who put first things first with biq profits available the liquor interests are constantly r inq for new markets more outlets and biqger salts the trace of ruined manhoct and womanhood the leave bt hind means nothing as long as sales are mount inq any page a good spot every week we get a request from sorrje indi vidual or organization to please put this story on the front page where people will see it this strikes us as being rather funny you see the average reader particularly in a weekly paper ccvers the whole paper as a matter of fact he usually glances casually at the front page turns tc the other sections of the paper and then slow ly makes his way back to the front page you cannot bury an item in a weekly because the reader will search it out wherever it may be frankly we have always felt that every page in the paper is the front page it is different in a i large city where the world news is generally earned on page one there the reader interest is i focused on the front page in a weekly news paper like the free press every page carries an array of local and interesting items the front page of course is the show win clow of any newspaper we put many of the newsiest items on the front page but by no means all of them it consistently amazes us how stones on the front page are often missed by some of the readers while some little item sand v iched m one of the inner pages will be read al v ays editorial notes the plns for spnnq clein nq irin t qr tt nc n kh coopention from the wtalkmiin thcrt ire folks we
