the acton free press acton ontario thursday october soth imz to changing halloween friday is halloween and the trend of ob- lervance of this time is definitely improving of course the mode of living has had a bearing on he change loo for instance many of us can re member when some of the favourite and common depredations included the removal of gates from fences the upsetting of outhouses or in the ring ing of school bells and dismantling of farm wagons or taking them from their usual places end putting them in more inaccessible places well of course there just arent any gales ori town property or fences and the outhouses have almost disappeared and the school bells areelec- trie signals operated from indoors and farm im plements arent of the same simple construction as in other years the part that shows the most improvement is however the trend towards good wholesome fun and harm to no one for the organisations that put so much time and expense in getting the young folks together on halloween and in a big ger community way having fun a great deal of credit can be given for the improvement at the closing of every october most everyone wel comes the friendly visits and the courteous re quests to shell out its a gvne that visitors and the stayathomes get equal enjoyment from but for the young folks of today the big events are the organised well conducted fun parties which have been so successful here in late years tomorrow night is halloween plan to take part in the fun either with the big group or at home wijtthe little and not so little callers keep your fun so that it will not cause grief to some one else and let the spirit of halloween continue on the upgrade you fcnoie uhc1 the irlfry and eloquew old dr olirer wendell holmes once said you neednt fear to handle the truth roiiplv she is no inwilid the truth is the most rohust and tndeslrucnblc and formid- ahle thing in the irorld woodrotr wilson on the short end there is much clamoring these days for a grab at part of the taxes with taxes collected from so manyisources the general public naturally comes to the conclusion that the coffers into which these dollars are poured are full to over flowing so e see these das provincial governments wanting more of the dominions funds to assist them in financing and the municipalities asking for more of the provincial funds to assist them in meeting their obligations the usual culmination is of course that at some level more taxes are levied to meet the expenditures which the public wants and the public protesting regarding in creased taxation and nobody seems particularly satisfied with the deal right now we find the municipalities asking more assistance from the province and it appears with som justification under present arrange- ments the province sets forth to a great extent the policy of education polke and fire protection and provincial boards take quite a hand in steer ing the course of municipal expenditure lets not argue whether this part is good or bad but it does seem logical that with the province setting the standards that the same old level on real estate which is the sole financing of municipalities needs a share of the taxes levied on so many other sources when we say this we are not unmindful of the fact that the municipalities do receive some assistance but lets take the revenue from the sale of intoxicating beverages collected solely by provincial and dominion governments in no year has the municipality received nearly 1000 of this revenue in the meantime cost of police piotection has gone up and without a doubt much of the added policing required should be charge able to the sale of liquor only a small percent age of the fines collected come to the municipal coffers municipalities such as ours which are grow ing and expanding must provide increased tar- vices such as schools sewers water etc home owners are carrying all the burden for municipal funds they are entitled to a larger share from the provincial departments not as a gift or sub sidy but as a right and an equitable distribution of costs k north itait w south those busy evenings a quick glance at the editors calohdar pad will afford
