competitions canadian pacific photo rs83ssshssiai- nelson hearing to annex burlington stretches for nine hours this week increased industiial development ksciir in in the northern section of nelson township was predicted tuesday afternoon by dr e g faludi plan ning consultant now working on development in the oakville-tra- falgar area the prediction came near the end of nelson townships ninehour hearing before the on tario municipal board on their ap plication to annex the town of bur lington according to the planner the ap plication for establishment of the toronto brick company in trafal gars north end just west of mil ton means natural gas will be available in the area and he pre dicted that subsidiary industries would branch out from the blast into nelson townships northcast corner dr faludi was one of several witnesses supporting the townships application for annexation brought forth at the hearing by j t weir qc solicitor for the township burlington opposing annexation by nelson in favor of their own ap plication to the omb for permis sion to annex part of nelson town ship as well as part of east flam- boro township voiced their objec tions through hughes cleaver town solicitor burlingtons annexation hearing began yesterday wedneadajr if the municipal board was to grant nelsons wishes it would create a township community at burlingtons application is grant ed the town would have a larger area than the city of hamilton with about onetenth the population and leave the northern half of the township a rural community nat spumng over nelsons application to annex the town of burlington was open- ed monday morning when j t weir representing the township stated that the growth of the nel son area is not a spilling over of the town of burlington instead he declared nelson is facing a tremendous potential growth in the near future and since burlington is located so close to the expanding area the two areas would be best combined to handle the terribly serious growth the growth potential is virtual ly from 401 highway down to the ba he not pointing out where the proposed extension of the new superhighway would pass near the northern end of the township be fore calling his first witness mr weir gave the population of the town and township as 916s and 1x310 respectively the towns ar ea he said was 878 acres while the acreage of nelson is 46172 william k sims clerktreasurer of nelson was the first witness called in defense of the applicat ion in answer to the solicitors question he informed that in 1953 the total taxable assessment of both municipalities was approxim ately the same burlington had sil million while the township had uh million however he noted since then the town has increased this assessment to only 1 while the townships assessment- has grown to over m million na competition while discussing finance clerk- treasurer sims pointed out that with the town annexed to nelson the much larger popu and assessment would facilitate the selling of debentures and save some of the expenses concurred in sailing- them as wen as dispensing with the present competition be- tween the two municipalities there would be no immediate saving in dollars and cents but future savings and better service would be realized with central ad ministration pointed out the wit ness he noted that future effic iency as far as the ratepayers were concerned would be quite beneficial especially in police and fire protection as well as in the centralizing of administration after a break for lunch the hearing resumed and hughes cleaver representing the town of burlington cross examined the witness the solicitor berated the township for sending out a letter dated october 26 to the ratepayers in which he noted the township in tended to form a township mun icipality which would retain the status of a township the letter he noted hinted that nelson council wouldnt be adverse to retaining the name nelson he then charged that higher provincial grants were the prim ary reason for asking the applic ation and deplored the lack of planning indicated when mr sims admitted neither of the planning boards had been approached for their opinion before the applicat ion was made to annex the town the idea behind it was the creation of a larger township to save taxes asserted the solicitor the solicitor went on to question the townships agreement for sub- dividers and asked that the agree ment be read board chairman rowland was quite surprised when he learned that a subdividcr must go out and buy some fullyservic ed industrial site and turn it over to the township in order to have a subdivision onethird the 8ue on the matter of assessment mr cleaver stated that of burlingtons total assessment 2476 per cent was industrial and commercial tuesday session first witness for the township when the hearing again resumed tuesday morning nelson fire chief w mills reported on fire de partments in the town and town ship noting that an amalgamated force could provide a better alarm system as well as more fire in spection work he said the larger area could provide a partly paid force solicitor cleaver in questioning the witness established the fact that most of the confusion was in the southern part of the township nelson reeve harold adkins who is also chairman of the indust rial committee was questioned re garding the industrial assessment expected in the next 12 months he reported the township expects 7- 000000 and named the industries which will produce it advocates amalgamation wm brcckon chairman of the nelson area school board pointed out the board was always in favor of a larger unit of administration noting that about nine oneroom schools in the northern end of the township had been closed and the new fairview school at lowville was handling pupils from the clos ed schools he advocated the amal gamation so that one board could govern both public and high schools resulting in better central administration and the easier loc ation of schools particularly around the present boundary with the higher population of pupils he stated a junior high school could be set up for pupils of grades seven eight nine and 10 regarding educational standards the board chairman said the stan dards were the same in both bur lington and nelson wont say which dr e g faludi who had been engaged by the township to submit i a brief to the municipal board on the amalgamation appeared next i and gave his opinion that an amal- while in nelson the industrial and gamauon of one or building in spector stated in reply to solicitor weirs questions that the majority of construction was taking place in the southern part of the township although building was picking up in the area bordering the escarp ment to the north at solicitor cleavers questioning he reported permits issued for construction north of no 5 highway as 24 val ued at 324200 while permits in th sout totalled 443 with a value of 44736087 sgt william smith of the town ship police force reported on the size and operations of both the township and town forces and de noted a more efficient means of policing if the two areas were combined he alsoindicated that administration costs would be cut down township near nelsons border would probably help in the estab- hshment of industry in the area the planning consultant predict- ed a spilling over of hamilton into the area and said burlington and j nelson were in a most strategic j location he said hdwevcr that burlingtons growth in the past j years has been due only to its location a point which mr cleaver j laterargued the planner deplored the fact that for every constructive person who plans to start something i worthwhile there are 20 bureau- i crats who just move papers from j one desk to another he advocated the complete control of a county planning board to dispense with splintered plan- ning boards and joint planning boards among his
