been too long in power it has lost its imagination and initiative our province and our riding need a younger and tnoro vigorous ap proach to the problems that con front us you and i as property owners are well aware of the cost of ed ucatlon we know that over 50 per cent of our municipal taxes are used to defray mis expense the conservative government should also know the cost of eduction yet they make no move to review and correct this situation the minister of education stated recently that ontario has the fin est system in the world yet some schools and universities are forced to schedule classes on a shift basis elementary schools are not exempt either in metro toronto to acco modate the increased enrolment fftwve be w ed these portable classrooms are being assembled in the play areas surrounding the existing school it is reported that they arc warm in the milder weather and cold and poorly ventilated in hc win ter they utilize the area formerly used for recreation we in halton arc also witnessing a similar rise in the school population our mun icipal governments are doing an excellent job to insure this situat ion docs not occur here but how much longer can they continue with the rising mill rate and under an education agreement which was devised many years ago and which was not meant to meet the prob lems of today need new approach the conservatives say this is the finest system in the world buf the people of halton know this system is inadequate the provincial gov ernment must take a new ap proach they say there is no prob lem how can they find an answer to a prob lorn they refuse to recog nize a liberal government will re view this situation immediately after taking office we will inves tigatc thi problem with respect to providing more assistance to un i ivcrsity students and more qual ified teachers to staff our institut ions of learning at elemental v high school and university levels wc will also shift the cost of ed ucation from a tax on property t the broader fields available to the provincial government howiver some part of the cost will rrmun with the municipality to insure local autonomy wc in the libeial party will alter the present con servalivc governments mind pit attitude w hich has allow id our educational system to obb to a sorry kvel which has allow id our municipalities to be overloaded bv costs despite frequent promises t relieve them and which has al lowed deterioration in the qualm of teaching with emergency sum mer training courses for teachers in our province we accept re tirement from active employment at 65 this early retirement pres ents the problem of inadequate in come afterwards and for this rca son wc propose a system of port able pensions a pension which will follow the workers f om job to job most of us contribute either directly or indirectly to a pension scheme where benefits increase as the number of contributory years unfoitunatcly if we leave our place of employment and move to another the present pension scheme srnds and we start anew with our previous seniority being lost these pension plans arc nee cssary to insure adequate income after retirements hqgfevtr they restrict our initiative to move from one position to another since we are all reluctant to lose any part of our retirements benefits this portable pension plan would re move the fear of reduced old age benefnts and would return initiat ivc to the individual municipal board in the field of municipal plan ning the government of this province has failed before the ontario municipal board or about to be placed before it are three ptans the annexation of trafalgar by the town of oakville the fal udi plan which proposes amalgam ation of trafalgar oakville part of burlington and the southern portion of esqucsing and a bid by th town o ou that portion of trafalgar lying west of the bronte creeks there is ment toaiithrce pro posals but the government has i department of planning and de velopment a department of mun icipal affairs and that wonderful dictatorial body known as the oni ario municipal board the area ly ing between hamilton and toronto is known throughout this continent as an industrial planners dream and the government of this prov inec which has a minister fi r ev erylhing has no constructive pio posals to offer the ontario municipal bond could creite the twn ot bulling
