gdtiontolptfe the best laid plans march vista th lack of adaquot recnmtional facili- flat in aclon hi once again bean empha- tiled byjhe nocatnty to cancel the horn club lea carnival after many hour of planning and preparation for the carnival a tpell of unteatonable weather forced the cancellation y the advance lale of tickets for the event had almoit met the promotional eojit in curred lo date the club hathown com mendable altitude in their deiire to refund e price of ticket if it ithe purchater s de- re it is our hope that the dub afready obligated to pay expense in connection with the carnival will not be required to refund ver many ticket the carnival wit tpontored by the lions cjub to raita fund for the intlallation of artificial ice in the arena which is the club t mi in project the completion of the artificial ice proect w ii insure that such a situation will nol excur aga n twojhtngs are very obvious in regard to artificial ice and improved tecreational facilities thf rst is that we can not sit back and expect any person or organization to handui these facilities without any effort on our part the second obvious fact is that the proiect cannot be financed by the muni c pality through taxation for many years if ever with spiralmg municipal and educa tional costs it is foolhardy to expect the taxpayers to undertake this project the main and at present only hope it that the present facilities will be improved to tuch an extent that ims possible lo bring them up to standard which when reached will make an artificial ice installation feasible after contiderablo investlgatioivtho pub lie building committee of council has decided it it neeetsary to remove the front section of the arena which houses the dressing roomt and washrooms in its place would be reeled new dressing rooms washrooms- and band room and a waiting room audi torium the benefitt to be received by sjjch proect should be very obvious the main benefit of course would be the fact thai wo are preserving a paid for sound building which would cost many thousands of dollars to replace and we are preparing the arena for the eventual installation of artificial ice the biggest problem of the whole pro ecl of course is fimncinq the council may be able to finance a portion the council may be able to collect some qrants on the project the balance will have lo be raised in somo other manner it is council s opinion the pro ect could be completed for approximately 25 000 we feel the difference belween what council can raise and ihe cost of the project can be msed by an organized public canvass will you financially support 1 campugn to pay for the first sltge of in arena im provement program write wire or phono us but don i just sit there farly planning the good old days a i l1iot by esther taylor basic plant for celebrating canadas 100th b nhday m 1967 will be formulated in a matter of months we are told the news ii be encouraging to any who have ever partic pated tn centennial events and know the amount of work involved in preparation a government meeting and a meeting of private organizations is scheduled for april lo establish a meeting of minds on many of the basic questions facing centenary plan ners on the government side a 24 member fecural provincial committee headed by transport minister leon balcer and fisheries minister angus maclean will gather in the capital to discuss working group reports on the historical cultural ceremonial and fcd- mrnistrat ve and financial aspects of the cele bration at the same time the canadian cenenary council sponsored by the canadian citizen ship council and the association for adult education w ii bring together representatives of 99 private organizations covering almost every facet of canadian life to study what contribution this group can best make lo the nation s birthday party both groups feporred a steady flow of suggestions for centennial proects mostly from indiv dual canadians the government spdkesman said his committee had receivi riore than 100 proposals ranging from hoi d ng of cultural competitions to the world vwdc eradication of leprosy it would take about two billion dollars to implement all ofalhem he said one of the big obs now is to establish prior ties among all these ideas the general feeling on all levels appears to favor a birthday party bltfndmg thp gaiety and color of commercial events with the solemnity and dignity of the memorials to canadian history perhaps 1967 would be a good time to dedicate that halton county museum that could be built up between now and then suyat uct sfoice a weighty problem u can be apprec ated that our friend munit pal ties to the south are feeling a little hard done by in the voting power they represent on the county council as it stands burlington trafalgar and oakville hold four votes each in county coun cil yet they hold about 80 per cent of the assessment and 85 per cent of the county population within their borders the northsfrt municipalities control 16 votes and of course if a spl t based on sectionalism should de velop the north is a shoo in winner the situation isn t as bad as we might be led to believe s nee sectionalism doesn t play the part in county politics it once did of course the south had the vot ng power too before municipalities i ke bronte and nelson township started disappearing the amal gamation of trafalgar and oakville of course will serve to aggravate the problem the voting power should be rectified with that we can t argue but we do feel it shouldn t be on the basis of assessment or population quite obviously northern muni cipahties wouldn t even have a vocal balance of votes the act that presently sets out county representation does so ma nly by municipality and parally by populit on the feeling apparently is that whilecvcry mun icipality must have votes the b gger ones are entitled to a slight edge th s seems satisf ic tory and much more reasonable than bas ng voting power on such unbalanced ficjurxs as population or assessment with the expansion of the county idmin utrative unit into more and more strv it increases in importance represent it k on the council that will d rect tlnit un t is not something to be token lightly and the cle velopment of the represent ir on formul i will be a sign fkant move the results of the dominion provincial fiscal conference in ottawa recently are not too reassuring as far as the taxpayers are con cerntd its muth too early to predict the net results of ihe new agreements and proposals but theie is a great deal of talk about appli cation of a provincial sales ix in the near future the whole problem of taxation is a vexing one not only for those who have to pay the shot but for government off aals as well it would be hard to imagine a more plenty of scope thankless taskwan hit of attempt no to mttl all the demands of the c mad an puol c mcl at the same time hav nq clut requ i for the squeals of pain at every tax mcrtast the truth is that wt h we beconit n if on if grant seekers wc expect our f ft r id prov noal governments to prov dt handouts for every local project vo undo tk yet some ow we always m maoe to
