doesnt seem so ridiculous as one might think the population of helton in 1951 was uit 44003 end in 1961 the ceptui figures when released will show a population in ex cess of 111000 the increase there is well over double 1n 1956 the latest actual fig ures available by census showed a popula tion of 68297 and about 26000 of that total were under 19 years old more than half of the total provincial population increase between 1951 end 1956 was added in two regions metropolitan in cluding haltqn and niagara the report notes lhat urban areas generally tend to have low birth rates but notes the the kindergarten the classrooms of about 10 children will permit highly in dividual instruction vehicular traffic is to be restricted to the perimeter of the campus and prohibited in aroas where expediency at the end of the governments fiscal year march 31st last the unemployment insurance fund reached a new low of 185 million a year earlier the total was twice that amount and only a little over four years ago in december of 1959 the fund was at an all tjme high of 926 million it may be as some pessimists predict that the fund will disappear before this fiscal year is out when the insurance program was estab lished 20 years ago the ceilirig of annual earnings for insurable worker was 2000 this limit has been raised over the years un til in 1959 it was stepped up from 4800 to 5460 it was charged at the time that few people in this upper bracket are likely to be subject to lay offs and including them in the schenje is less a means of protecting them than of taxing them to bolster the fund at that same date the annual matching con tributions to the fund by employers and employees were increased from a minimum of 4 16 and a maximum of 31 20 to 5 20 and 48 88 respectively the changes were effective in boosting the fund s income in the year ust ended revenue totalled 330 million an all time high and up by nearly 50 million from the previous year but the 1959 changes also committed the fund to a higher outgo maximum week ly benefit was raised from 30 to 36 and the maximum duration of jegular benefits was extended from 36 to 52 weeks so while in the year ust past payments into the fond reached a new high payments from the fund climbed even faster and total led 510 million as has been so often said the basic problem wtth the v insurance program is that it has strayed so far from sound insurance principles it was intend ed to cover occasional and unpredictable unemployment it has been broadened to cover the regular and predictable layoffs of such seasonal
