halton county were ban died about last week when members of the halton county planning association- got to gether for their annual dinner meet the same meeting also sug gested the- present associa tion be given broader- powers and become a county planning board to date the threeyear old group is only an informal meetingplace of planning board members and staffs from the seven municipalities in the county and has no offic ial status but the htghnght of the dis cussions was a round of speechmaking by three recog nized experts in the planning field all employees of plan ning boards in burlington oakville and milton who came up with three different- ideas for the future each found different faults with tom plunkett and his needs study of halton and peel coun ties robert serena of the bur lington planning department chairman of the cpa for last year disagreed with plunketts plan to lump burlington with oakville and several southern peel county municipalities in a new urban form of region al government he fid how ever laud the municipal affairs consultant for wanting to group the northern rural municipalities into a new rural county he also favored the twotier form of government with a large regional council oversccingthcwork of smaller local bodies dan ctdsbofan senior plan ner for oakville agreed a larg er planning area is necessary but felt plunkett should have sliced halton on a northsouth angle rather than drawing an eastwest boundary line across its middle he spoke in favor of a onetier government ross pea run of milton at tacked the plan from a differ ent angle he blamed the on tario government for not set ting the policies years ago that havualleviatcdalrncetf for such a study as the one plunkctt conducted at a cost of 60000 in hi annual report to the association mr serena said regional government was bene ficial in spreading assessments over a larger area to help tac dormitory municipalities pay for their rising educational costs under the present sys tem one municipal government could put a ban on housing and open the door to industry thereby putting a tax squeeze on the surrounding municipal ities he felt it was unfair that municipalities had to compete for industry and benefits of in dustrial assessment should be spread over a large area not just the preferred few the only thing i like about the plunketl report is this rur- al county it is onlv perfectly natural that those areas should unite and i am glad to see milton included in it i also think milton should be allow ed to expand ou reach the point or stagnation and ou can not do a thing planner chisholm from oak ville disagreed with the vvav plunketl sliced up halton and peel i believe a region is im portant and i like the onetier fry government or ou will still have the junior level of a twotier go eminent com peting for assessment he said mr chisholm felt a viatcr- shed or drainage area should be thewoundaries for a region al government vou will haw better control of your wa terways and voult know what is coming down our streams he also felt the new regional areas of halton and peel should both hac a frontage on the lake if the socalled planners can not tell him he wanted to know he felt it was time the gov ernment set down a policy of limiting municipal develop ment to a certain area plan ning should have been com pulsory and not permissive 10 tears ago and wc wouldnt have needed the plunkett re port he concluded fcsquestng planning board member edwin harrop prais ed the association for the bene- fits it has given those men not working full time at planning we have no planning in es- quesing and its time we did something we are getting to be the dormitory of the dis trict and the school costs are getting out- of hand we have got to get doing something he admitted halton warden wijiiam coulter reeve of nassaga weya urged the group to seek broader powers by becoming a county pianning he said it was wonderful that the experienced planners frdm haltons southern municipal ities could be so helpful to the less experienced men from the northern rural municipalities acton clerk administrator jack mcgeachie reported the association has done a good job in the past and agreed it should become an authorized planning board i feel we have merely scratched the sur face here to date he also spoke in favor of a regional government for halton rather than having the north halves of halton and peel lumped to gether others who spoke during the meeting included reeve george french of esquesmg council- iprplanning board member robert drinkwalter of actoq g c gowland of milton plan ning board and richard mosk- al of the burlington planning department the meeting approved an honorarium for its secretary jim andrews who is leaving halton county later this month to work as deputy city clerk of guelph mr andrews presented an annual report on the groups past year noting the group held ii meetings delegates at tended both the science researcher at georgetown and district memorial hospital mrs c d l griefeneder of acton has been asked to embark on a new research project by a un- ited s dr sidney soloway director of research for the fisher sci entific company of pittsburg in a recent letter asked mrs griefeneder to continue to probe the world of blood cells this time working in standard ization of blood cells the company c will lend the hospital necessary equipment for the research work for a six month period beginning febru ary 1 mrs griefeneder was recent ly invited by tne international committee for standardization in hacmatology to be a part of an expert panel on cell count ing which would be made up of j2experts jn thejield from all over the globe others in vited to compose the panel are from england the nether lands germany usa israel denmark hungary and italy mrs grelfenders findings re sulting from research work in blood cell counting at the georgetown hospital a year ago were recently published as part of a three part book on standardization in hacmatol ogy 111 copies of which have been requested by hospitals and research centres all over the world mr and mrs griefeneder and their daughter jive on pearl st they have been in acton for the past 10 years mrs griefeneder- received training in europe as a medi cal technologist last year she worked fulltime at george town hospital now she works as a research technician at mcmaster university going from there when her work is done in the afternoon to georgetown her project there keeps her the rest of the after noon and early evening her daughter
