and will also have to take into consideration the importance of increased sci entific research in canada it should be pointed out that most of the canadian drug industry is under foreign control just recently the last large canadian firm frosst of montreal was purchased by an american company the question of international pat ent control therefore enters the picture and canadian sub sidiaries pay patent royalties to their parent companies out side of canada most ot the drugs manufac tured in canada are actually imported from outside of can- jtdain theirrawstate am very little manufacture of raw material takes place in can ada itself most research of drug com panies takes place at their head office and as these head offices are located mostly out side of canada therefore most of the research is done out side of canada the evidence before the committee shows that the profits of drug com panies in canada appear to be about twice as much as the profits for other manufactur ing industries in canada it was fully realized from the beginning that there would be no simple or single recommendation that the com mittee could make that would automatically lead to a reduc tion in the cost of drugs to the consumer this can be brought about orrlv by a variety of measur- that the committee studied all aspects of drugs the manu facturing level the wholesale level and the retail level the recommendation made most frequently to the com mittee was that the govern ment should remove the 12 per cent federal sales tax on prescription drugs however to do this alone and do noth ing else would not signific antly reduce the cost of drugs to the consumer it is my sincere hope that the committees report will be available in the very near fut- ure and at that time i will go into details of the report itself lms is r bu makes it obvious that the commis- sions recommendations must be treated as a whole it would not be fair to this basic princi ple or to certain groups of tax payers tp treat it otherwise in a piecemeal fashion i am in agreement with the principles ot the carter commission re port on taxation a great deal of my time has been spent recently in prepar ing the report of the special committee on drug costs and prices the hearings have now been concluded and the many witnesses heard and their viewpoints documented a chairman ot this commit tee i have received many let ter concerning the high price of drugs from people in all walks of life many include examples of prices that have been paid for drugs one of the most disturbing letters re cently showed copies of re ceipts for two purchases of the same prescription a few tfionths apart there was 30 increase in the price of the second purchase over the first purchase a note ot explanation on the second receipt stated the in crease was due to the recent increase in federal sales tax the increase was 1 the purchaser was expected to be lieve that a 196 increase in tax at the manufacturers level could cause a price increase of 3096 at the drug store level needless to say the purchaser wrote the committee jconcern- ing this increase bgsibaga intended for last week the major event on parlia ment hill this week was of course the tabling of the car ter commission report on taxation it was tabled early friday evening as is customary for budget and financial s rn this way the stock exchanges are closed and sud den fluctuations on the market are avoided it is certainly too early to comment on the full implica tions of the many changes pro posed in this voluminous docu ment it consists of eight volumes
