strong opposition from quarries the acton free press wednesday april 5 1967 controversial township zoning passed 800 applaud skating carnival despite strong opposition from quarry representatives nassagaweya council on mon day night approved the con troversial new zoning bylaw and official plan for the town ship the documents in the works for more than a year received first second and third read ings by council and will be for warded to the ontario munici pal board for final approval although the omb is re portedly well behind in its works schedule planning board officials are expecting a decision by the end of the year at the latest and probab ly by early fall according to the zoning by law no partof it will go into force without the approval of the ontario municipal board but subject to that approval the bylaw shall take effect from the date that it was pass ed by council monday april 3 at a meeting last week rep resentatives of milton quar ries and halton crushed stone indicated they would protest both the official plan and the zoning bylaw if it was present ed in its present form to the ontario municipalboard monday night representa tives of domtar ltd and duf- ferin materials and construc tion appeared at the meeting to reiterate their objections to both proposed documents g d scroggie speaking on behalf of domtar said his company was being discrimin ated against this company is a responsible corporate citi zen and it is of the essence that it be treated the same as other companies mr scroggie said he had for warded reasonable suggestions to the planning board for con sideration but that none of his suggestions were incorpor ated in the revised versions of both the plan and the bylaw he said the quarrying industry is vita to the economic growth of the township and the prov ince and suggested the idea of zoning land that has been pur chased specifically for quarry ing purposes as qh or quar ry holding land is poor plan ning he said by doing this coun cil was in effect placing the future of quarrying in the township at he disposal of the whims of future councils and planning boards councillor anne macarthur told mr scroggie we have no quarrel with quarries until they deface the landscape the way they have a great num ber of people have spent thou sands of dollars to develop de- on quarry zoned land to no more than three years after that it would be necessary to ask that some quarry holding land be zoned for quarrying he said it was being proposed that his company be a legal nonconforming use and that this was wrong he also described the quar ry holding principle as a mistaken one he said the actions of different councils throughout the years would in all likelihood be different he asked that all the land owned by his company be zoned as quarry land since this was the only reason they were purchas ed ing to the proposed zoning by law prior to the second read ing councillor anne macarth ur stated she opposed the by law because of the inclusion of minimum five acre lots i disagree that lots should be five acres in size this is not a new disagreement i think a five acre lot is wanton waste fulness of land especially in an area like nassagaweya where few areasare suitable for gardening continued on page seven esquesing council mr chjsholm said dufferin materials has in the past shown its good faith and has demonstrated by way of its agreement with the conserva tion authority that it believes in conservation and good cit izenship reeve william coulter stress ed that in his opinion there was need for a dignified ag reement between the town ship and quarries much in the cent homes to live in and they fj- townsh havebeenievalued because 0 is spent on education quarry operations ronald chisholm spoke on behalf of dufferin materials and construction he said the proposed bylaw and official plan were in effect reducing the life span of his company after considerable discus sion council approved the pro posed official plan the actual reading of the official plan took more than onehalf hour council then gave first read- a mass pitt at esquesing dump tuesday af ternoon and another at the extreme councillor tom hill thought an extra 400 sq ft would be a hardship for older people leave it the way it is he ad vised look at the tax bill over the last five years pat patterson said basic taxes are down education tax is up my taxes went from 165 to 437 because of education reeve george leslie pound ed his gavel and observed es quesing was as well run as any moht ey is spent on education with out blinking an eye if it keeps on how are we going to keep roads in shape with the heavy traffic weve got to put across the need for roads assistant clerk d french told the meeting an engineer from the department said it was equally important to have the township zoned and plan ned as a roads study more discussion and council lor hill asked the committee or adjustment to come back when theyre 100 percent ag reed on what they want to do mr harrop said council was not 100 percent either mr patterson persisted in his demand for two lot separ ations instead of four but he lost a motion the reeve said hed like to wait for councillor goodie t to come back we must cooper ate with the committee of ad justment he stated i brought up the matter of 1200 sq ft for a house and 20000 sq ft for a lot and i still stick with it said the reeve thats less than the other townships said committee member don matthews well get what they dont want i go along with a larger house and larger lot theres nothing to stop us from going into planning and zoning how long will it take said the z reever zz estimates were it would take a year cost 10000 the discussion terminated with a view to further meet
