while raising the age limit for possession appeared to draw the full sup port of the minister of justice and his senior officials per sons under the present age li mit are permitted to possess the canadian wildlife fed erations brief proposed that a section be added to the crim inal code similar to sections now contained in the provinc ial statutes of ontario and nova scotia which would make careless discharge or careless handling of a firearm an offence punishable bv a sentence to be determined by the court the minister of justice ex pressed the view that such leg islation would be more appro priately contained in provinc ial statutes however since the department of justice ap pears to take the view that provincial statutes may deal with firearms onlv when they are being used for hunting a large proportion of firearms accidents could not be covered bv provincial legislation the canadian wildlife fed erations brief on firearms leg islation questioned whether the present requirement of re gistration of hand guns has served any useful purpose criminals are hardlv likely to register the weapons thev use for illegal purposes if registration serves neith er to prevent crime nor to aid in its detection is it worth firearms u fh theuiconveniencecaused to of form 45 issued by a regis trar of firearms the brief suggested that form 45 should still be available but that it should be issued only after the applicant has demonstrat ed competence in the safe op eration and handling of the type or types of firearms for which the permit is to be is sued there can be no doubt that much of the pressure for res- trictive firearms legislation is generated by law enforcement agencies seeking to control the use of firearms bv criminals believing that such legislation must be aimed specifically at criminals rather than at fire arms in general the canadian wildlife federation brief rec ommended that conviction for offences involving criminal misuse of firearms carry man datory penalties severe en ough to serve as a deterrent to the commission of such offen ces the minister of justice pointed out that there is a growing tendency for legislat ors to leave all matters of sentencing to the discretion of the courts and that it is un likely that this practice would be reversed in any revision of the criminal code caralaaa handling of fire arms used in recreation leads to a substantial number of ac cidents some of them fatal each year the person causing the accident is rarely punished regardless of the degree of ne gligence involved legitimate owners and collec tors of hand guns or the rec ordkeeping efforts of law en forcement agencies the min ister of justice did not suggest that registration does serve any useful purpose but he appeared reluctant to consider doing away with a practice which some people may be lieve contributes to their safe ty the recent contacts which the canadian wildlife federa tion has had with the depart ment of justice would seem to indicate that the sections of the criminal code dealing with firearms are hkelv to be revised during the net several months there is reason to be hope ful that the expected revisions will provide greater opportu nity for voung persons to re ceive training and supervised experience in the use of fire arms and that legitimate uses of hand guns will be made jess restrictive through clarifi cation of the meaning of pres ent legislation there ma also be chang es which will aid police in their fight against criminal misuse of firearms but with out greater penalties fbr such misuse the amount of the older play ers for their advise baseball has provided len with what he describes as a great lesson in democracy he notes theres been a great variety of players on our team they have different person alities different habits differ ent mental capacities and dif ferent tastes but theyve al ways managed to get along some of them are far better off financially than others but it doesnt seem to make any difference we have parties during before and after the season and everyone gets along because they have one interest thats the same the team filling dens boots would be a tough task for any new man ager but earl cairns has im pressive credentials certain ly no one is going to question his baseball ability during his 15 year career in intermed iate and senior ball earl has gone to bat 1170 times scored 414 runsr collected 592 hits in cluding 96 doubles 18 tripls and 75 homers 947 bases and 74 walks the rangy first sacker has struck out 210 times and has rlifetime average of 346 he hasnt hit below 300 since 1953 and has combined all his offensive skill with his ability to help the team de fensively as well scoop as they call him is looking forward to his new role but points out
