under a one tier government with the county councd operating certain facets of oar opera tioo such as the county jaa health unit rook for the aged etc several other functiocn can be handled by the county council if the municipal representatives concerned wish to pass the relevant legislation to be a representative on county council you must be el ected as reeve or deputyreeve of your local munacipaiirv and while sittins a a member of county council vuu vote a- you see fit on all m liters pertaining to its operation many of the decision made at county level lerwuilv affect the local municipalities vet the council that is efected to serve the mumcipalitv has no sjv in the decisions made at countv level in fact it quite often hap pens that the local municipalit ies are not even aware of whjt is happening at the countv level this point his been argued many many dmes whether the county represenuuves should act at county level on the major ity decisions of the local coun cils or whether thev are entirefy on char own to vote a thevnce fit even though it is in direct conflict with the opinion of the conncil of the municipality l4 thi smallest county in area in the pmvu of several municipalities bas ically the report recommended that all education in the county tcome under one bojrd thereby helping the smaller municipal ities obtain a wider base of ed ucation for its children again the two larger munici palities have no thing to gain by thisj svstem- other than helping to make it possible for their neighbors to obtain what they have with a county assessment commissioner these municipal ities would be assured of an equa assessment so that ev eryone would then be paying their fair share of the costs actual daytoday government of the municipality is controlled by the local council but with the everincreasing demand for more and greater subsidies from the province they are automatically having more and more to say in our operations there b very httle that coun cil can do without having obtain ed approval of some sort from some department of the pro vince some examples would be the signal lights at mill and main streets firstly for years the department would not allow the lights as in their opinion the traffic flow was not great en ough however we finally receiv ed approval as our situation was unique in the opinion of the depart ment the lights would be of lit tle or no value unless no parking regulations were enforced for certain distances from the lights the type number and location were all stipulated by the de partment so that water resources com mission representatives of the commission visit acton at least monthly to check our opera tions and we are continually changing our methods of opera tion to suit the commission rer resentatives on capital projects first ten tative approval of the scheme has to be obtained and then fin al approval of the detailed plans has to be obtained this last phase goes through about four or five departments of the com mission and usually takes months before it is finalized in addition to this approval has to be obtained from the ontario municipal board to make the ex pend ture and raise the money by tr e issue of debentures other areas of government control are education planning recreation library welfare etc there is just simply no opera tion pf the municipality that is not subject to their control it is quite possible that this con trol is good however you might consider that we operate with an elected council and school board who are people that know their town and are familiar with its idiosyncrasies do you not think they are capable of oper ating properly and economical ly with if the people are not satisfied for a their operation it is a simple matter not to
