as the dis play committee for milton fair after the meeting refresh ments were served by the nor- ringtons this was apparent in the special supplement of may 31 on the opening of the new hydro building although it is fairly recent history we could find no account in newspaper files of the first hydroelectric commission around 1920 thanks to mrs ben rachlin the void has been filled the first acton hydroelec tric commission outside the jurisdiction of town council was composed of william gould chairman george hynds and george barber reeve the year was 1921 sec retary treasurer of the new commission was miss ethel starkman now mrs ben rach lin and the superintendent was charles wilson mrs rachlin recalls the time tltc commission was formed as she was working in the of fice of h n farmer barrister and municipal clerk as a steno grapher clerk since she und erstood and did much of the work involved in running the previous electrical set up the new commission asked her to take the secretarytreasurers post mrs rachlin also recalls charlie wilson read the meters and gave the book back to her where each customers record had to be kept painstakingly by hand a far cry from todays automated machinery billing her work was so good that when she left the employ of mr farmer and resigned from the hydro position she received glowing recommendations mr farmer commended her speed and accuracy and said her com mand of the english language particularly in respect to spell ing and grammar is far above average during mr farmers three month trip to europe in 19212 the then miss starkman was entrusted with the municipal clerks duties until he return ed she also filled in as library secretary simultaneously mrs rachlin confesses she has a legal turn of mind and would have liked to have been a lawyer her ambition was fulfilled to some extent when her son ted entered the legal profession although she now lives in toronto coming to acton only for business reasons mrs rachlin takes a keen interest in the community and people her passion for legal docu ments was well illustrated by copies of all the documents to back the information she gave the free press as well as a printed letterhead of the com missions of that time l be especially careful not to overexert when the weather turns very hot and humid the heart has to work harder un der these conditions expo
