tha acton ire press wednesday april 9 169 mttt fjiitfis editorial paga a ee4 tfcr veto hlatk i recent revelations encountered durln flnalirarton ot the county board of education budget make iitf wonder if the department of education doesnt need a coyne in new matri unfortunately the problems encountered may make the population collectively throw up its hands while condemning unfairly the newlyadopted county board system far be it from us to suggest the new county board system is perfect but we do fecf steady progress is being made and the problems encountered in bringing in its first budget should not be attributed to the board the first batch of problems encountered were handovers from hut year in acton for instance as well as in milton it was found computer errors at the department calculating last years grants short changed the local boards by about 20000 each in addition to this there were the problems of boards beginning the year with surpluses and ending the year with deficits while local boards must assume a share of i responsibility the department is involved to the extent of the shorter allowance on grants the balance is the responsibility of councils that imposed unrealistic budget cuts the next problem encountered by the new county boards this year was the delay in announcing the grant structure by the department of education the budget for the halton board was completed on schedule but adoption had to await the completion of the revenue side grants from the v which includes department finaljy there was xie discovery that application of the department formula set out in legislation resulted in some drastic apportionment of levies to the municipalities since reassessment had taken place in all but one of the halton municipalities a second round of discussions was necessary to come up with an elusive provincial equalization factor to be used which would make the necessary allowances for this change in assessment the county hoards have lud jnd are continuing to have budget problems across the province llaltons budget has increased about 13 per cent by comparison the 10 boards operating in halton last year increased spending about 23 per cent between 1967 and 196r certainly education costs have not declined in dollars but it may be they have not increased as much this year as they would have had the boards not been merged the complex formula by which the apportionment of costs to the various municipalities is made is virtually impossible to explain simply and the tusk of interpreting the budget is made that much more difficult for trustees and officials perhaps the department by some grand new math could eliminate the computer errors jnd concentrate on developing an understandable grant structure jnd apportionment table for next yejr weekend retreat weekend furmers are becoming more numerous in this part of the country as any weekend drive will verify this fast growing fraternity of business and professional men spend five days in the city and retreat for the weekend down on the farm there are a variety of reasons given for the exodus from the city for the weekends but the most popular by fur is the desire to escape people anil cars and get plenty of exercise in good clean air one toronto journalist who bought such a weekend retreat on farmland far from the maddening crowd and the problems he faced were featured in a recent issue of the financial post theres no doubt the weekend furmer pays plenty for land near the cities faces water problems and gets involved in serious fence arguments but theres some compensation in the tax deductions he gets the financial post notes the revenue department is getting smarter however most of the gentlemen who pursue weekend farming dont expect to make much money out of the venture but the satisfaction which comes from owning their own plot and getting back to the basics of living is reward enough it seems there is still a magnet drawing even the most affluent back to the furm or to paraphrase un old song how you going to keep them in j city pad after theyve been back to the barn swhtlf ch jktihkj skunks are as unpopular us u o in goderich the town has been experiencing such a problem with the striped back perfume plants that it has become necessary to pass u byluw granting a 250 bounty for every skunk killed theres one hitch disposal must be on the residents property he or she must sign an affidavit tc claim the reward the medical officer of health for huron county has termed the skunks a health hazard adding to the concern which no doubt stems from the powerful stench the animals dm raise at the slightest provocation goderich council approved the bylaw in a rush to stop reproduction before spring breeding starts residents claiming to have disposed of skunks prior to the passing of the bylaw will not likely receive any bounty it appears that the town fathers in prescribing that residents should sign an affidavit rather than produce the evidence of skunk disposals were charting a wise bourse can you imagine the scene if proof consisted of the skunks carcass being presented o the town clerk naturally it would lead to the hastiest desceiitrjlizalion in godenchs long history spring sugar and spice hy bill smiley if you hear hat my house has been burned or that student rioters luvc octupicd my study and taken axes to my typewriter dont be surprised the student militants arc after me their haiklcs were raided whui i uiggested in a recent column that thty get away with everything but murder i said it and i mean it there shouldnt be one law for the rich and another for the poor and there shouldnt be one law for tome poor devd of a lid who gels six month for stealing something worth sss and another law lor students who commit arum destroy property and arc hailed as martyrs i rem halifax one llarrie sandham launches an attack after condescendingly telling me that he is not a regular reader of my column but glances over it once in a while wlulc admitting that he is not one of them he defends student activists without them says he nothing would be accomplished in getting rid of the dead hand of administration in the universities in that case why arc you not one of them young darnc are yoli one of the hundreds of thousands who sit back and let u few do the dirty work and then get on the gravy rain when the smoke has cleared theres a mixed metaphor i dety even an irishman to better mis tetter is too long to quote but he adopts a lamihar type of logic in it when you cant relute the argument from a yotmg lady in kcd deer alia it enclaves a paragraph from my column out of context and is on behalf of all militant students somehow i emerge as the villain we have destroyed parks universities and computers but you and your gleeful following have broken the mental barriers and destroyed the values and inhibitions that held us back someone had to unleash the hounds and i dont think they should go unnoticed who the hounds then she compares me with her dad who apparently wasnt strict enough then we kids let ourselves go sometimes but what an orgy of unrestrained jealousy your
