diiease lake thetn alto it ts mainly n disease of childhood yet trc term infantile k apt to be misleading tjchile it is tro that the majority oaaici occur among cltildren under ten years of age thc does occur esiiecially in rural distncts amonf older children and young adults the term paralysis u likewise misleading unre it con veys the impression that some lou of muscular function is characteristic of every case of the disease this is not true it is now known that only a small proportion of those who contract the disease actually develop paralysis since the disease is not limited to infants and since paralyui does not occur in all cases the name infantile paralysis is now regarded as a misnomer the correct name tor the disease is poliomyel itis which simply means acute inflammation it is of tlte grey matter polio of special portions of the spinal cord uhich control movement of the muscles itiis inflammation is believed to i lue to a special ton of infection which probably gains entrance to the tier vous system through the upper part of the noseband throat cauw of thr dtrrahr poliomyelitis has been definitely recognucd as a com municable disease since 1909 when invest ifa tors succeeded in securing from humans ill with the disease a minuu living substance called a virus which was found to b capable of producing poliomyelitis in monlcys much remains to be discovered about the nature of thr virus but a good deal has already been learned in siie m has been found lo lie less than one mil lie nth of an inch in diameter the virus is present in the nervous tissue ol humans who have died from the disease it is also found in the nose and throat not bnly nf persons ill with the disease but also of pcrsnns who hax e been tn contact with the disease how the pikcam sprrntlh the exact manner in which the disease is transmitted iron one person to another is not known however the diseau does not arise spontaneously the source of infection a human being who is- carrying the siruv such a person need not necessarily lie suffering from the disease vet the mere presence of the virus in the nose and throat affords ample opportunity for spread of infection in such cases minute articles arc given off by coughing sneezing and talking mgers arc constantly being carried to and from the mouth and nose and in this way articles such as improperly washed eating lli problems which must still be faced the four outstanding achievement of lite present government are strange lo say the four tilings which are uu most bitterly criticised by our oppon ents x refer to 1 cancellation of hydro contracta x sueccsislon duus 3 c i o octlvltiea 4l the balanced budget each of these subjects i will dis cuss freely with actual figurea taken from official audits wrere available during the past three years while ute hepburn government has been in power we have been able to iccou- plish much for the people of this pro vince when we took office we found things in a deplorable state the budget away in the red with the re sult that the credit of the province was seiiously affected and your gov ernment was then paying as high an interest rate for its borrowings as individuals were paying and actually is higher interest rate than the city of toronto and some other munici palities this has all been ciianged as a result of nnwir which have been put into force as a result of millions of dollars collected of which uie province had been defrauded in succession duties and ax a result ur uie money saved through the cancil- lation of the nefarious hydro con tracts the budget has been balanced and the credit of the province re- esubllshed- as a direct result of all of this any present borrowings which the government must make to refund exi bond issues which are matur ing are being sold at an interest rate very little over half the rate wtuch was in force when this governnvait took ofllce you ab know that the rate of interest is governed in the main hy the security of the risk the fact that investors are willing to buy ontario bonds now at an interest rat of less than 3 is a final answer to the critics who said that the credit of the province would be ruined hy the- different reform measures which w have put into force while we are moving ln rigid direction and much has been aooom- pltshed the task ts still nnnnlihed a cltange of government now would bo disastrous put the old gang back into power again and in six nv we could be just at badly off as we e in 1934 the conservative opposition bitterly opposed all of the cliange5 which we have made and if elected ut rowe has promised to repudiate the repudiators of hydro as he calls them you all know what will happen to the succession duty claims of over fifty ml ii tons of dol lars if he is elected to office you all know what will happen lo the many economies which we have put into force for your benefit hywiwl ha be elected cfhooslng your government should not be a matter of untimenl it u a business proposition and you tr the ones who will profit or stiff or i at this time more than ever before i in our tustorj our people are individ ually studying the probelnu of gov ernment this is as it should be in my opinion an awakened public conscience to the affairs of govern ment to the need of humanity is the greatest asset of any democracy t5iouas a illakeieock uxjs faith and order
