princes and kings s and clowns who caper in the saw dust ring and common people like you and me are biuldfng for eternity to each is given a book of rules a measuring rod and kit or tools and each must finish ere life has stumbling block or stone a stepping picobac pipe tobacco for a mldcool smoke the unsightly kural schools a37w6 aroitfidrtrje countryside y today we find a great lack of beauty in ttlts aihtoimdlngb of our rural schools states the oobourg sentinel star such is only too true and when we consider not only the obvious ef fect of this but the psychological vleffect on the mental attitude or the children and the community as i whole we realise that in the beautiq cation of the rural school grounds there is great scope for improvement as under favourable conditions the acorn is destined to become an oak tree so under favourable management every school can be made a success in all its internal and external ap pointments improvement indeed is progress if the right spirit and proper relationship etsrbetween pu pils and teacher many unsightly things will disappear from the school grounds and needed repair and provements will follow boys and girls take pride hi serving what they help to plan execute to see beauty of premises uncared for or marred with rutoish in dicates loss of opportunity for doing real educational work the school in pleasant association should come next to the homet therefore let us awak en and cultivate a desire to study the new and beautiful in our school sur roundings i we who realise how our material surroundings influence us can readily see that the effect on those whose minds are most plastic is incalcul able it is important that the school- house and premises should be made desirable places for young people to be at home for ten months of the year places of inspiration and the suggestion of ideals and standards for the future for through the eye ear and feelings we receive the impress ions which mould our lives and char acters school boards and trustees have no moral or delegated right to tolerate unwholesome surroundings the wel fare of the children is of the highest consequence it is an obligation to free them from unpleasant conditions if possible if not possible these con ditions should be reduced to the mini mum degree of harm the spirit of what was good enough for them is not entrenched very deeply in those who have progressive tendencies and characteristics so for the joy and marvel it adds to life for disciplinary effect for its vitalising influence on school life and chiefly for the assistance it brings to the study of nature and agriculture and for the meeting of rural needs give us general outside school provements as the school reflects the teachers personality power and character they should not be discouraged in helping to work out these important prob lems they will not be observed at once but time patience and perse verance will overcome most things it is well to remember when passing the little rural school that it is one of canadas public institutions and like our hospitals libraries and public buildings why should it not bean ob- ject of beauty as well as utility ex desp says an army marching the streets of every dty and town and village in canada search ing for something they have seldom or never had atsbvare not likely- to get nrork of these 70000 between the ages of 16 and 29 never have had work they are victims of an eco nomic condition that started while they were still receiving an education to fit them for jobs that dont exist another 175000 have managed to get a little work now and then but again are jobless onethird of the 70000 have had to accept relief the remainder live with their families cold figures tell the tale of empty hours and gloomy futures the total number of employ- ablepersons on relief last march was 174580 onethird being youths these young canadians staged on at school for an extra year or two that the pendulum would toward tbepr hy the time they emerged to- face the world the record shows they might have been betteroff had they stayed in school instead of chasing an elusive willor thewlsp that mocks all their efforts while their plight is a tragic one records show an improvement in the general employment figure there were 259460 on relief in canada in march 1938 a drop of 89000 from a year ago recent figures show still further improvement for every unemployed youth forced to go on relief there are two or three whose families are keeping them they are in all walks of life for the depression hit all employing indus tries this alleged situation brings up the question of what is being done to ward the training of youth for varl- jua lines of employment last year parliament appropriated 1000000 to be used on a 5050 basis by the prov inces for the training of youth this year there are increased appropria tions and on the assurance of hon norman rogers minister of labor nearly 3000000 will be available for the youthtraining program this is an impressive sum a great deal of preliminary work was necessary before the training plan got under operation but accord ing to a report on general relief prob lems presented to the senate by hon raoul dendurand the training work is making progress up to feb 28th of this year training had been given to 38161 enrolees 21430 men and 16731 women this was distributed as follows prince edward island 393 men and 411 women nova scotia 235 and 87 new brunswick 651 and 217 quebec 4908 and 2166 on tario 1459 and 929 manitoba 3- 862 and 3228 saskatchewan 485 and 3161 alberta 1827 and 958 british columbia 3245 and 5574 to the same date there had been placed in employment a total of 1625 men and 1005 women as the training proceeds more and
