faded with age duly records the birth pangs of a new county in the province of canada fin 1804 a val ued document it lies in the vaults in the county buildings at milton early in the 1840s feeling began to run high in the oakyllle milton and georgetown areas in favor of a separ- atlonofthe surrounding district from what constituted at that t lmethe county of wentworth on the west side of the decided upon milton as the county town be cause of jts central location a free grant of four acres of land for the site of county buildings from hugh poster was accepted together with an option on adjoining lands at a price of fifty pounds per acre separ ation was officially accomplished on june 14 1853 but the provisional council continued to baggie with the wentworth county council over the terms with both parties seeking to ie a hard bargain in december 1854 in view of the expedience of accomplishing separation by or be fore the expiration of the present year the provisional council accepted wentworths terms by resolution the resolution declared bitterly however that the halton counculots felt that impartial justice has not been rendered to them and warned that they would hereafter set forth to the municipal council of went worth the fact wherein they think that justice has not been done to the people of halton relying upon t he character of the people of wentworth for justice being done hereafter with separation an accomplished fact the new county council set about to deal with county business am ong the first accomplishments was to set the salary of the warden at the sum of twelve pounds ten shillings payable annually the county clerk was given a yearly stipend of twenty- five pounds while the councillors were paid daily attendance fees of seven shillings seven pence a few years later the salary list was completely revised with the warden receiving thirtyseven pounds ten pence the clerk seventyfive pounds and the councillors a dally fee of ten shillings for the first time a treasurer was employed for the county at a cost annually of one hundred and twenty- five pounds a bylaw passed by the council in 1870 offered a bounty of 30 lor the destruction of any wolf or lynx with in the county limits members of the council cautiously added instruc tions in the bylaw that the ears of the animal were to be drilled after payment of the bounty to present second presentation for the fee correspondence following is a copy of memorandum presented to premier hepburn on sept 14th by the ontario association of real estate boards on the subject of municipal taxation oh real estate toronto september 14 1938 hon mitchell p hepburn premier parliament buildings toronto dear sir a this association of real e boards in ontario- mjuunts leave to jd y the subject of munici pal taxation upon real estate we desire to show its effect upon the value of property bow it has diminished the amount of new building and im provement of old with consequent continuing unemployment our members who manage and deal in real estete have seen the effect in reduction of values of properties caus ed by a steadily increasing rate of municipal taxation a number of men prominent in pub lic life have spoken op this subject ft is our belief that there is now a strong public opinion in favour of the readjustment of municipal taxa tion which at present is almost en tirely levied upon real property while there are no statistics avail- able we believe that when municipali ties were first created in- ontariorreal property represented the greater part of the total wealth of the citlsens of this province today that is not the case the canada tear book 1937 page 863 gives figures of the estimated national wealth of canada it is highly probable that in ontario ur ban real property would amount m value to 30 of the total under the present system of municipal taxation however real property bears not 30 of the burden but an estimated mini mum of 90 municipal taxation has on the aver age practically doubled in the last twentyfive years our study of this question indicates that this increase has been due to the gradual placing on the municipalities responsibility for unemployment relief social ser vices higher education and the con trol of automobile traffic the ordin ary expenditures to give the citizens the variety of services for which the municipalities were created such as roadways sewers street cleaning po lice and fire protection have not greatly increased expenses for road ways and traffic control have grown due to the great increase in automo biles and trucks we are not suggesting that various social services and higher education which are demanded should be dis continued their cost should be more equitably levied also the re venue from motor car and gasoline taxes should bear the costs arising from motor traffic we also suggest that public utill ties publicly owned should be taxed as their present exemption from taxa tion results in the users being bon us ed at ihe expense of the property cost of school books it is safe to assume that one of the most cordially detested men in the province this minute is the minister of education this is the week that dad has to dig down in his pockc and buy all the school books muttering sounds come through his teeth during the painful extraction w hich trans lated are something like this fools at toronto that e pay taxes to keep so that they change the school boolcs every year so we must buy new ones and when i was a boj etc etc in the wellknown vein ard thanh god
