devotions on behalf of ministerial association the inaugural meeting of the- town council for 1940 was held on monday enlng in the public library mayor joseph gibbons was in the chair and councillors n h brown e crlpp3 s j mackenzie k r mcdonald jos hall and rene oavt present regret was expressed by the mayor in the sudden passing of reeve geo w davis whose vacant chair cast a shadow over the evenings proceed ings town clerk p b harrison admini stered the oathof office to the mem bers and after all had signed the de claration mayor gibbons called on rev w g o thompson who on be half of the local ministerial associa tion brought greetings and best wish es for a successful year and led in a short devotional period business was kept down to a mini mum as the council arid town offi cials were to be guests at a banquet following the meeting and the only motion passed was a money bylaw to borrow 5500000 for current ex penditures until the 1940 taxes are paid mayor gibbons then delivered his inaugural address citing the good fin ancial position the town now finds it self in and urging the council of 1940 to follow a course of strict economy with no capital expenditures in an effort to postal regulations this is just an- ohor way of saying that the post office will not return a letter to the sender until after an attempt has been made to deliver it to the ad dressee to the members members ot the council when i say that we have lost a colleague that we shall not soon forget that in private life he commanded the respect and friendship of the people of this community and in public life he was a good and faithful servant during the past year the sustained and effective efforts ofeach member of the council have done much to promote the general well- being of the community and by their devotion to public duty and the cooperation that i received in transacting public business to every member of the 1939 council it is my desire to conveymy wannest ap preciation in my opinion the results obtained show marked progress in the affairs of the town during the past year the most important civic im provement long over due was one of road construction at a cost to the corporation of 1985000 considering the high class material and work manship i am convinced that the contract price was much lower than would be possible atany time lrf the near future and the record price obtained for the debentures in financing this work is further evidence of the sound financial position of the municipality at the present time i submit we should remind the halton county council of the necessity of hard surface on king street and the ninth line so that the work pn county connecting link may be completed as soon as working and ather conditions will permit the sale of all properties owned by the corporation under the ovlnclal housing act was completed last year and a reserve fund of 9400 has been created to apply on the annual payments of the hous ing debentures as they become due municipal records show that during a period of recent years this scheme has cost the taxpayer approximately 1200000 and has proved conclusively it was unsoundjcrovipclal and municipal legislation although the personal of the liocal housing com mission changed from time to time i shall not be unmindful of the valuable services rendered by those public spirited men in dealing with a very difficult and unpleasant civic problem of the a939 tax- levy o 6949389 79 percent was collected and the total arrears as ordecember 31st 1939 was 3700000 this shows considerable bnprovement over 1938 and previous years the arrears of taxes and also the uncollected revenue for water services still constitute one of our major problems and i suggest to the members of the council that a special effort should be made to improve this situation during the present year the corporations debenture debt at the end of last year was 14700000 the bonded indebtedness of the municipality has been re duced over one hundred thousand dollars during the past seven years and for the first year as far back as municipal records show there is no municipal indebtedness to the bank much credit is due the chairman and members of the various committees for this favorable situation in keeping the expenditures in their particular department within the amount budgeted for the purpose pertaining thereto may i call to the attention of the members or the council that i am unalterably opposed to anycapital expenditure for any purpose this year although there will be no reduction in debt charges this year commencing however in 1941 there will be large blocks of debentures maturing which will undoubtedly allow for a considerable reduction in the tax rate providing there are no new issues created realizing as we do that the town of georgetown is one of the best industrial communities in the province of ontario knowing how war and post war periods affect industrial and business conditions and naturally necessiurttrigtrtghbt federal and provincial taxation i there fore submit that this councils municipal leglslatioji during the time of this international conflict should be confined tijiecessary civic services thereby allowing the taxpayer to prepare for future uncertain problems during the year 1939 there were thirtynine meetings of the council and it is my desire to express my appreciation- arid gratitude for the prompt and regular attendance or the members and the assistance that i received from the town officials and i am convinced the citizens of this municipality are not unrnlndful of theservlces you have rendered during my present term of office i shall make a special effort to maintain the confidence and trust that has been extended to me and i am making a sincere appeal to all for that continued splendid cooper ation so that by our united efforts we may confidently looklforward dur ing the year 1940 for the happiness prosperity and greater achievements for all the citizens
