was made in ib38 it was accepted by mr king and six millions of dollars were voted in 1938 added as a supplementary esti mate for the express purpose and a report made to the house of com mons accordingly the men were sent out from pogland according to the arrangements and their training pro ceeded as arranged this must not be conlused in any way with the pre sent large scheme as to it the first proposal was rooeived on september 28th 1939 it was accepted in principle in two days and a request forwarded fo an air mission to arrange details the proposal was also promptly accep ted by australia and new zealand the british delegation reached canada october 15th and the other two on november 3rd by novembr 27th all of the details of a scheme involving the expenditure of 363 million over a period three years were completed the de tails then had to be submitted to all of the respective governments for ap proval canada at once gave assent and word was received back from the last of the group lae on saturday december 16th the cabinet was cal led and shortly before midnight of de cember 16th the agreement was signed on sunday the day following the prime minister went on the air
