that average earnings are still comparatively low that the average canadian pays very heavy taxes and that the cost of living ls increasing continually and steadily in the aver age case though there is absolutely no reason for panic or pessimism in deed the masses if they are told the truth have cause to remain calm and to offset many false and alarming ru mors as well as daring assumptions often encouraged by the lack of offi cial news there are 172542 persons in canada who receive material aid in one form or another including unemploybles dependents and those on relief on account of crop failure with the lat ter beln 183 673 persons then again amongst the canadians who are employed full or parttime the average earnings are not evenly balanced to suit the new requirements or exigencies of this war since out of 264 804 persons in canada which is the total number who paid income tax in the last fiscal year in the sum of 546 937 20o the largest number name ly 119346 persons were in the
