follow a definite policy of taxcontrol and a revision of the tax rate downward seldom if ever has this town been in better position to adopt a payas you go poilcy to build up a municipal estate for the benefit of present and future taxpayers eliminating tax bur dens and pursue a policy of strict ec onomy consistent with necessary civic services so that the citizens will be better able to pay the increased nat ional taxes in war and post war per lods this briefly is the policy i sub mit to the members of the council for their consideration this i believe is the leadership that is expected of me by the citizens of this community at the present tune the total deben tire debt or the municipality is 150 159 21 of which 95 41171 is listed as ecoverable and 54 747 50 as a direct cliarge to the town most of these debentures issued in former years are bearing a high rate of interest and were issued for long terms which has proved to be unwise financing for example the water extension deben turc issued in 1922 for 82 000 00 with interest at ot when retired will have cost the ratepayers approximately 180000 00 during 1941 42 there will be a debenture retirement of 30 000 00 rendering possible a reduction of 10 mills in the tax rate for debt charges in the year 1943 the tax levy for the past year was 61 655 of which 90 was collected of the total collections in recent years approximately 38 was spent for ed ucation 20 for debt charges 12 for county rates and the balance for oth er various civic services the arrears of taxes and unpaid water services in my opinion constitute a major prob lem for lre present council to deal with although t the municipal council has no part in uieadministrauon of edu- ii t ional affairs it is my desire to compliment the public and high shool boards on the high standard of educational efficiency that exists in this community at a minimum of cost i have reasons to believe that the discipline the general advance meut of the pupils and students and the efficiency of the principals and staffs are second to none in the prov ince of ontario realizing as i do that independence of thought and action in transacting public business is not only the piivi lege but the duty of every member of the council knowing the individual responsibilities that are ours in main taming the confidence that has been placed in us by the electors i appeal to my fellow members for their con uirued splendid cooperation of prompt and regular attendance at an meet ings and discharging public business with dignity and despatch i suggest it is not too soon for the municipal council to give some tiwht to the civil reestablishment of the young men of this community who are actively engaged in defence of the de mocratic principles which we
