editors corner a business necessity yes after thinking over the problem from every conceivable angle weve come to the conclusion there only one thing to do get it up to date in case youre wondering were talking about our mailing int which u fast unking into a bog of unpaid subscriptions there are several factor which ore forcing u into action the first and main one being that quite frankly we need the money we guess that ihe mo preutng of all our reasons because if it werent for that no doubt wed keep putting the naity task off even if newspaper rationing make it imperative that we know you hill want the paper we end you each week we think the best and cenret way for the sub scriber and for us is to end a statrment showing the exact amount owing and how we arrived at it sometime such u course is accompanied by a few cancellations but we just have to take thut chnnce vi e admit that owing a subscription is a little different from owing an ordinary bill in that its so ensv to neglect and you owe the money before ou renlie it you owe a ear prrhnps and first thing ou know lvo eir have slipped by well thats 4 01 nd it beginn to sound like big money after that so we decided wed tart with those two vcars in arrears we couldnt send each nubscrilxr i note telling him just why vt- have found it necessary to wnd out bill so we hope youll all bo reading the editorial this week perhaps this is the wrong department of the paper in which 10 put something ou want ever one to read but were taking a chance on that too so if during the next couple of weeks ou get a subscrip tion statement from the herald we know oull realize that to carry on a buisness you huve to keep the money coming in as well as going out and wed bure appre ciate it if youd bring the label on your paper up to date a soon as possible it needs to be understood the ccf party has no use for free enterprise and propose to replace it as soon as it comes into power though it would not surprise us if by the tune thnt condition is attained it will have somewhat modi fied it present objectives but we doubt whether most of the party followers have adequately considered not so much what free enterprise is as what it does and how much of what it does would have to be done by some other means in any modern community and how it would hove to be done if it were not done by free enterprise one of the things that free enterprise does is to maintain the necessary stream of new capital into the economic machinery of the community now the real goods which constitute this stream are the consequence of saving they represent work which has been expend ed without the consumption of any resulting product a community which produces x goods and consumes x goods in the same period is not itself saving anything some of its members may be but they are doing it ot the cost of some other members diminishing their sav ings in order to add y goods to the capital stock it is necessary to produce x plus y and consume only x under free enterprise this is achieved by utilizing the desire of individuals to become richer or less poor securer or less insecure true it is not always the individuals who do the saving who remain in possession of that which is saved of three men who consume in a year n thousand dollars less than they earn one may buy a government bond and remain the owner of just a thousand dollars one may buy stock in a gold mine and wind up worth n hundred thousand and one may buy stock in n bad gold mine and lose nil he puts in but these are mutters of distribution not of savings the human desire to take a chance is very strong in many of us and some chance- takers must lose while others win the resultant distri bution is not perfect from a moral point of view any more than is the distribution of the chips at the end of a poker game but it is the result of human qualities and anyhow one neednt play poker but the main point is that this saving process must be performed and if it is not voluntary it will have fo be compulsory the capital equipment of the com munity must be not only maintained but constantly en- lareayd here is the socialists crux no significant amsttfil of capital wffl ever be saved voluntarily unless he owtbtrshlp of eapttal goods ts made attractive tftttits hit income return which is available from them and that income return is profit unless it is guaranteed by the state it may be guaranteed by the individual enterprise but then it will not be pud for any length of tune unless there is a profit to pay if out of the state can pay its guarantees out of the uxe to cut down the rewards of free enterprise tlierefore to the point where they cease to be attractive enough to enlut a flow of new saving is simply to throw on the state the whole burden of sectng that that flow it kept up and not only must it be kept up but tor a tune after the war it must be kept up at a very high rate if employment is to be maintained and the standard of living t not to lie radically let down free enterprise does not need lo be abolished it is just a effective to starve it hut does the intelligent socialist really want to staivr il or to abolith it either at so critical a mo ment in thr world economic hilory sorirt cannot enjoy the higher standard of living and security which it has been promised and which the wartime advances in acirntific knowledge en title it to expect without the accumulation of new ca pital and it is much simpler and more practicable to have tins task performed by free enterprise a it ha hrn in the past than by the state thr saturday night harvest hymn once more the liberal car laughs out oer nchrr stores than grms or gold once mnrr with harvest song and shout is nnures bloodless triumph told oh favors every car again thanksgivings for the golden hours the early and the latter rami john cireenleal lulticr has managed to cap ture the atmosphere ol harvest in these beautiful lines he has written about the season when the grain is garnered we in georgetown arc favoured indeed that we live in a district which boasts some of the finest farm in the country the fertile acres roll in a patchwork of green and gold beneath the late summer sun a rich promise that come what may we shall not starve true we are rationed along certain lines but not restrictively so all have enough and rationing caists just so that such may be the case this year many victory gardeners experienced for the first time the thrill of gathering their own fruits and vegetahles grown from seed they themselves had sown urged by the government to plant gardens citi zens who did so have had reason to congratulate them selves for canned fruits and vegetables have disappear ed entirely from the shelves of stores and what fresh foodstuffs that were marketed proved almost beyond the scope of the average household budget we prophesy that next year will see more vic tory gardens than ever for at this season of the year more than at any other we come to realize there is one truth we can depend upon in this shaken wartorn world while the earth remaineth seed time and harvest shall never cense and now a boys band one of the feature attractions at the fair this year will be the girls pipe band under the direction of mr e r mngloughlen weve written of this organiza tion before and now that they hnve made their formal debut we know thai the citizens of georgetown will agree with us when we say theyre a credit to their leader thcmnelvrh and the town they play well their uniforms are both beautiful and becoming and further more they hnve attained their goal by their own efforts entirely all of which goes to show what can be done with a bit of determination and a lot of work now an attempt is being made to form a boys band we sincerely hope that the boys will take ad vantage of this splendid opportunity for band training we have a fine lome scots band which is one of the best regimental bands in the country and before the war our georgetown citizens band carried off many honours in music festivals and provided many a night of muileaunjoyment for the citizens in order fo carry on the tradition of a fine band in georgetown there must be young boys coming along who ean talce their daces when the time comes trie training we rhythm harmonv and musical aonrectatton while their minds are in the most receptive
