for the formation of a poultry association some twenty years ago georgetown bad auoh an association and the general feeling is that this should be revived as interest is very keen to this district regular meeting in muton last tues day mr radbourne was present at the invitation of halton county council to discuss with them a system of equalized assessment as adopted by orey county and which halton coun cil had considered might be suitable for halton county mr radbourne spoke of equalized assessment being as a rule a pretty tough proposition and since there had been so many changes in recent years the department of municipal affairs had decided to take a hand not forc ing but advising municipalities try ing to show them where it would be to their advantage to revise their equalized assessment mr radbourne said that at one thne orey county had had an equalisation forced on them and as a result agreed to appoint q county assessor the assessed value of property at that tune was deter mined mainly by scales value in the county following the equalisation one municipality appealed and went to court it was then the county reans- ed that while a property might be considered fairly assessed according to prevailing prices it was impossible to prove tha value in a court of law orey county then appealed to the department of municipal affairs for advice and their present system of equalized assessment was the result mr radbourne said he realised there was bound to be a difference in as sessment in different localities but if all municipalities use the same basis from which to work this difficulty could be largely overcome each as sessor should have a yardstick as it the department has offer ed considerable help among this line both in rural and urban centres by which the assessor may arrive at the actual value of property not only is it necessary for a county as a whole to have an equalized assessment but it is extremely advisable for all the counties in the province to have uni form assessment systems since the school grant is based entirely upon the county ass asked to specify me purpose of a county assessor mr radbourne repqed that one of his most important du ties was to see that all municipal as sessors used the same yardstick and the same basis from which to work there are a lot of mistaken ideas about assessment he went on to say raising an assessment does not nec essarily mean an increase in cost to the taxpayer the idea is not to in crease assessment but to equalise tt if one man is not paying enough for his property then someone has to suf fer for it there are also many oases on record where taxpayers an actu ally assessed for property that no lon ger exists a revised assessment would naturally detect and straighten out these discrepancies by this new county system local assessors would be provided with appeal sheets for every property owner which when properly filled in would give complete and detailed ln fonnation regarding his property in feuding the actual sale value the assessed value woild then be the per centage agreed upon throughout ttie county rural assessors would be required to classify farm land tbere would also be a system of sonlng isnd close to cities would naturally be of greater value than that further away and farms bordering provincial high ways more than those on county roads the first step would be to appoint a county assessor who would have to be approved by the department and his work snould be considered as a full thne job the treasurer of orey county mr mercer who accompanied mr rad bourne corroborated mr radbourne s remarks and further stated that their present system of equalized niwees- ment in orey county was certainly a real system acting upon a motion by the coun cil it was agreed that s12 should be paid mr radbourne for his expenses it was agreed that the matter of the equalized assessment be discussed by each municipality prior to the next cc unty
