building or the providing of equipment and furniture these grants are also limited to 95 of the approved cost and the approved cost is limited to s300 pr pupil in ayerage attendance the aboie may to the lay reader appear to be rather complicated tbe average ratepayer will want to know what effect will this new grant scheme have on my tax hill what effect will it have on the schools of ontario 7 in what way will my docketbook and the schools of halton county benefit from bis new grant scheme here are some practical results local bchool tax one important result of the pro vince assuming fifty per cent of th- over all cost of education as compar ed with some twenty per cent in 1844 will be a marked reduction in coal school taxes provided that boards or trustees keep expenditures within reasonable bounds and do not greatly exceed expenditures for ums if boards or trustees were to go on a spending spree simply because the province will pay half tbe nql taen the whole primary object of to step would be defeated the first objective is to decrease the local taxes on real estate for education this can and should be done by the cooperation of all concerned the increased grants will mare nearly enable every community even the poorest community financially to provide for every ontario child as silvers mid winter clearance of mens and ladies coats all our winter coats on hand have been greatly reduced in price in this our annual midwinter clearance sale silvers department store phone 375 where good clothe cost leu georgetown nearly an equal an educational op- artunlty as possible the increased grants will lower me cost of nigh school education for county pupils tnls is because high school boards are required to deduct all legislative grants from thel gross costs in determining the ne cost to be paid by county and townsilp coun cils on behalf or county pupils at tending high schools tills will lower the nigh school costs levied through county rates on farm properties and should enable more rural pupils to attend high schools foz longer periods since the province will now pay 50 per cent of school costs 1- will not be necessary to continue tne special grants on eq and accoounoda tlon payable by the province and the county inls will mean a saving to the county this may apply jdso to transportation costs and fifth classes feller programme of btodicj tw ik p61 buck with an ample supply of books and equipment for teachers and pupils soon it may be reasonable to expect every public school to be teaching music manual training home econo mics agriculture and the arts and crafts every school will be expect ed to provide an ample supply of books for use by pupils and teachers since township school areas will now receive substantially increased grants in addition to all other grants a ripid extension of township school areas may be expected batepayers hi sections not in township school areas win be well advised to ascertain just how much greater tbe grants would be had their section been in a township school area since all school expenditures are rubject to approval before grants can be assured there should be the clos est understanding and cooperation between the school board and tbe in spector in each case it is reasonable to assume that it will be the dutv of the inspector to make certain kmt adequate educational facilities are be ing provided before recommending the payment of the grant boards are strongly urged to get in touch with the lnspecor before undertaking in creased expenditures any rapid increase of school expen ditures in 1946 win defeat the main purpose of the grants and wfll give the province difficulties in meeting grants on the 00 basis in future years tbe first acoaanphsbmsnt in ims must be a major reduction tn local school rates and than a vmj moderate use of tbe increased rants towards more and better e and improved school bojldincs school grounds local interest to be allowed to d province pays so great a
