delegation of rate- payers which included legion president david bowman alex taylor william englcby and charles parton they had been appointed at a meeting in tho le gion hall last week which was can ed to protest the hiring of mayor jclbbons as assessor without ad- afhertlslng the position and without giving preference to veterans mr bowman was spokeman for the delegatldn and said they were there to and nut why tho appoint ment was made ln such a hurry and why it had not been advcrtls- ifk ed the way public positions us ually were engleby there arc no personal ities involved in this and it isnt that we feel mr gibbons hasnt done a good job we are protest ing the action of council in over riding the people who put them there and ln opt giving others chance at the job parton the majority of taxpay ers appreciate the service the ma yor has given and feel he has the merits to oil the job but we feel it is stepping back if council can fill vacancies without advertising it is the same with the road jobs they should bo advertised too taylor wo have nothing against the retiring mayor that is not why we are here acting mayor armstrong then spoke to the delegation saying that it was not uncommon that a public office be oiled without ad vertising and that it is certainly not illegal i- feel however he said that council may have erred and after listening to public opinion i am inclined to think that future coun cils will give serious consideration to advertising if we made an error i dont think there is a man around this table who isnt sort for the controversy it has caused mayor armstrong said that as co definite time had been set for the retiring assessor arnott early to commence bis new job as liquor vendor council had felt his suc cessor should get an early start on the job he was pleased that the deputation had come and that every member of it had signified that the appointment made was a good one as for the hurry coun cils of the past few years have handled business faster than be fore maybe sometimes things were decided too hastily but he thought not it was encouraging to have a group of men show their interest in municipal affairs by coming to the meeting and he ap preciated their statements coun cils decision had been made and he could not see that there was anything further to deal with parton just after the war a deputation of which i was a member was promised that pub lic positions would be advertised and veterans given preference if possible new town men have been hired without advertising and councils consideration is ask ed in future armstrong no bylaw or mo tion was passed and it must have been a promise from the mayor of that time that of course does not alleviate the fact that we should not be unmindful of the services of our veteran i have gone over the records of the past three or four years and of ten town em ployees hired seven have been veterans and one the wife of a fmleran as for the town men ssst hyde is our a waste of time to advertise to get the best man when council had him already mr goodlet said he had always been a backer of the veteran and that no one other than mayor gibbons had fought so hard to get homes for veterans after the war lyons after 13 years of coun cil i knew we should advertise and stated so in council but i knew if we advertised it would have fumed out the same way davidson as mr armstrong said there is a no law which makes us advertise if we had done so knowing that mr gibbons was in terested we could have done noth- ing else but appoint him this ha stirred up a controversy and i think it is a good thing i have been acclaimed as councillor twice and there has not been in terest to have anyone else seek election your criticism is con structive and i wont be unmindful in future about advertising i hope a ratepayers organization wllf be formed out of this mcnally in all casos when men were hired for road work mr hyde come to me as road chairman end i ln
