month- the farm labour situation formed the basis of a heavy discussion in the public sessions the complaint was general from all provinces that many immigrants brought in as farm workers this year had not been sat isfactory either in ability or willingness to remain on farms and that there was a heavy turnover of workers putting a severe strain on operations on the farms to which they went most serious aspect of the situation was reflected in instances told of actual harm done by immigrants en tirely ignorant of farm skills or customs there was also much complaint that farmers spent valuable time in training immigrant workers in farm skills language and customs only to have the workers desert them in time of greatest need at the same time it was poin ted out that many farmers need to develop a somewhat greater sense ot responsibility with respect to treatment accorded these workers the federation meeting adopted a fourpoint rec ommendation to be discussed with immigration and responsibility in the first months training by paying the first months wag es with the farmer providing board lodging and train ing permits make it businesslike attempting to solve a problem which has caused much- trouble between school boards in the past north halton high school board has adopted a permit system whichshould clarify the question under the act a school board is required to pay tuition costs for a student attending an outside school for one of two reasons to take a course which is not taught in the district or because accessibility to ano ther school makes it sensible for a student to be educa ted there there is little question about the first point but the definition of accessibility has always been a stickler and it has led to many disputes between school bpards two years ago north halton successfully won a law ouit agai oakville f paymen of fees this year a similar situation threatened with burlington at the same time north halton paid fees at guelph for stud ents who had never even asked permission to attend as well as paying fees for one girl who had twice been refused permission the school board has decided that it is better to iron out differences at the start of the school year when something can be done about it they are therefore requiring that any student resident in north halton which comprises the five municipalities of george town acton milton esquesing and nassagaweya must have written permissywi from the board to attend another school if this is not obtained then the board will not accept responsibility for fee payments there is nothing of course to bar a student attending any outside school he wishes and paying his own fees in order to be consistent the board will at the same time require outside students attending georgetown milton or acton schools to have written permission from their home school board which will guarantee pay ment of their fees november 1st has been set as a deadline for this permission in order not to deprive a student of education should there be arguments it is not that north halton board wishes to bar anyone froiftjsecuring proper education they welcome any outside studehtwho wants to enrol but they do not feel it is proper to expect local ratepayers to pay the costs and they want to avoid friction between boards which has already led to one lawsuit outside students coming to north halton should get in touch with their home school boards immediately about the matter north halton students who have not asked permission to go to guelph or other centres should not delay-
