the georgetown herald wednesday sept 12 195 the mail bag burlington protests share of their county assessment burlington out september 6th 1951 gentlemen 1 am instructed by the council of pny municipality to write to you ro- garding the new county equaliza tion of assessments burlirtgton has good reason lo believe that the new equalization is not accurate if this conclusion is correct this error could arise in one of two ways either that the rules as laid down by the coiniy assessor do not achieve the desired result or the rules may not have been followed 1 am instructed testate thatso far as milton georgetown acton esquesing and jnrissagaweya are con- cerned we do not seripusly differ with the composite reduction of 5306 per cent of the county assessment which has been made with respect to these five municipalities in the north end if the county under the 1950 equalization 3212 per cent was the share of these municipalities and under the 1951 equalization this is irii tn 9rqi4 we are not in a position to express any opin ion as to whether this total reduc tion of 5206 per cent h- e equitably distributed among the five municipalities in question but tq totnl result as between the norh and south ends of thecouuty would not appear to be open tu serious question as to the southern en1 of the county ivnich is now to pay 73086 per cent of the county taxes we believe that this percentage has not been equitably distributed among the four southern muncipalities a judicial equalization is not only very costly bul it also inevitably leads to illreeling which should be avoided if at all possible and bur lington will do everything in its power to see that an equitable ass essment is agreed upon without lit igation in order to pcotect our position we must almost immed iately file an appeal this is unfor tunate and would not have been nec if the county assessor had olidfashioned tent meetings september 16th to 23rd milton fulton and main sts pastor hugh horner ba permitted the mutual exchange of information and dis cussions we do not know who is to blame for this neglect but would add that if there ever was a time when the full period of advance notice should have been given sure ly it should hae been done this time when such drastic changes are being made burlington is prepared to give any information which any other muni cipality in the county would like to have relative to assessments and actual selling prices of properties also any municipality in the county is welcome to send their assessor into our municipality to check our assessments since we are primarily interested in the assessment in the south vc would like to have a copy of the registry oitice sales lists for 1950 and 1951 of all sales in nelson trafalgar and oakville with the actual assessments of these properties as to both lands and buildings extended after the selling price of each siie the assessment act section ii clearly states that land is to be assessed at its actual value and land of course includes buildings the only reason that un iform rules are sot up is that if the 1 rules are good ones and if the rules aie accurately followed they should result in a uniform assessment com pared to actual soiling prices there is nothing contained in tin- assess ment act whiclrsays that jii rules of assessment aremo limit in any way the assessment of npert 1 actual value maltnn county is fortiinile mat this problem of equalisation of as sessments has occurred at a time when the actual sale prices of so many properties are available arid we believe that if the above refer red tp information is supplied by the four southern municipalities it will be possible for our olticials to determine the percentage which the actual assessment in each munici pality bears to actual value we sug gest that after this information is compiled and fully studied that a meeting should then be heid 0 all four municipalities to reach agree ment upon an equitable equalization of the assessments of these munici palities we are informed that in the nor thern part of the county that geor getown is not satisfied and we would suggest thiit a similar ex change of information followed by a conference to reach agreement should take place there yours tiuly m m hush clerk and treasurer town of burlington hnkrai iikkk kkiow latimer bingham a georgetown native who died 111
