evi dence of all the experts regarding location discount or obsolescence no blanket or general obsolescence should be allowed in any part of the county each property in any municipality should and must stand on its own merits in regard to assessment if the actual value of any property in the county is reduced as a result of being adjacent or close to any nuisance such as a factory railway swamp coal yard or anything else that is found to be a detriment an obso lescence allowance should be made for assessment purposes in the case of general farm prop erties in the county the basis of assessment should not be made on any location discount but rather on the fair value of the property for sale purposes at the time of the as sessment 1 think i should point out here that some assessors ha e had the idea in making their assessment tha because a property is located in a rural rather than an urban section they should d scount the values in rural areas r aisessment pur poses in the ippc allowed on this score some location discount should be allowed in cases where the owners are not on or very close to p rovincial or county roads but this aould r should be considered in fixing the assessment or actual value of each property ih the cases of nelson and tra falgar the assessments have been far from- equitable within the municipalities themselves as stated above the qwrrers at the northerly end of each of the townships hav been paying more than their fair share since the assessments at the north end of either township were not attacked i cannot say whether they are fair or not however the local assess ors should te able to correct any errors regarding these in the next assessment i may say that the assessors in fcoth nelson and trafalgar have amended their assessments for the coming year in both cases they have made changes in line with the evidence submitted on this appeal the assessment in nelson has been substantially increased and tra falgar has increased its assessment for next year by 279 575 00 these assessments- include an in crease in the old assessments and also new buildings added since the last roll was prepared while e appears to beotaafderabie low and out of all proportion to the rest of the county the sud den increase naturally startles the owners in this particular district and they have had some fear that thiy may be in for an increase every year hereafter if the asses sors follow the suggestions abov e- outlined i think the owners should be reasonably sure that they will not ha e any further increase for several years at least it should also be kept in mind that the in crease in the various municipal tfes as provided in this judgment will proportionately lower the tax rate if the expenditures in their municipalities remain constant or nearly so it does not tmean that although their assessments are doubled their taxes will be doubled the assessment in each municipality in the county must however bear a fair and true re- la innship to all others result i now have to consider not only the varntions in assessments re lated alove but also a rreat many more brought out m the ev idence the one thing which wa clearly
