like the minister to tell us how he chooses the media through which he does the adver tising concerning chonges in rates or notices about christmas mulling for instance 1 havi in mind that on or si bout april 1 thire were scv cril advertisements appearing in various newspaper in the county in which 1 live but i observed there was no advertising in the local pa- lr in georgetown which serves a community of from 3500 to 4000 if we arc to udvertlsc efficiently it aec m to me the department should be advertising in all the local paper would the minister tell me how this choice is made mr cote it is done through the abc circulation by an advertising company we do the advertising through the walsh advertising com pany in montreal and toronto they have to establish certain lines of demarcation as an example if a newspaper has no bona fide sub scribers it is not considered be cause that is one of the conditions necessary to be classified by adc we arc not doing it ourselves we arc doing it through an advertising aginqy which considers all the qual ifications of the respective newspap ers miss bennett it would seem to me mr chairman that is a very arbitrary and unfair way of choos lug a method of advertising that li through the audit bureau i take it that is what the minister indicates the newspapers arc not necessarily all members of this audit bureau and does that mean those newspa pers that do not happen to be mem bers of tho bureau get no advertis ing mr cote we have only a snail amount of money to cover thjs ad vertising if we had enough money to spend and it we considered it advisable to spend that money we could probably give this advertltlngi to all the local newspapers the ad vertising company has to find a way to make a choice and that choice u made on- the basil of cir culation and experience which might place some newspapers in a higher class than the others mlts bennett i appreciate that there ahoulotbe economy in the de partment and iiarucularly weakly papers and if poolbto some fair way of allotting advertising should be uitdesakats by the minister i say that just by way of suggasuon to blni because it means a great deal to these local weekly papers they give a very fine service in setting lirformatlon out to the public and keeping the public informed i suggest that the minister and thcee in hi depart ment should look into the possibil ity of placing in the hands of those weekly newspaper any bustnes- that could be given to them keep iitg in mind alw u principles of sound business practice may i say that the minister has always been most fclnd to me in any communication i have had with htm and i would appreciate bis giv ing tills matter his consideration on behalf of all the weekly news papers throughout the country 1
