both of two natural as companies will be issued certifj cates of convenience and necessity en titling them to distribute their prod uct in north halton monday night representatives and legal advisers for anthony gas and explorations and united subuiban gas visited council meetings in geor getown acton and hilton and in each town the councils passed third readings of by laws which give appro val for franchises for both companies a third company halton natural gas which was the first company to seek a franchise locally last year not ified council by phone monday that they were withdrawing their applica tion no further action was taken on a by law which had also received two readings for this franchise councillors garfield mcgilvray and leroy dale expressed the feeling of the local council when they presented a motion which will be forwarded to the fuel board asking that all things being equal the board give special consideration to the anthony firm which is operator of gas wells in the district and whose capital has largely been contributed by county residents mr dale introduced the subject when he made a plea for the company operated by anthony seynuck acton saying it is questionable what consid eration the fuel board might give a young company against a more estab lished on4 like united suburban we haven t had gas in georgetown since the beginning of tune said mr dale and i dont see the big hurry for rushing this through now i am bewildered at passing two identical by laws and i don t think we are giv log our local company much encour agement mr dale said that for 27 years mi seynuck has been searching for oil and gas has spent a lot of money and at last has found oil mayor armstrong said there is no question in the minds of any council member in the three towns about which company they would like to deal with and it is hoped that mr seynuk has the requirements to set up a gas distribution system george hewson legal adviser to council explained that passing of both bylaws is required by the fuel board before they can consider the appli cations and that councils action in okaying two companies will have no detrimental effect on either company reeve allen questioned united sub urban men about whether they would use anthony gas should they be gran ted a franchise there is nothing m writing and nothing in the agreement providing for this the reeve said john evans legal counsel for uni ted suburban said he is prepared to back up his verbal statement that his company would use all the gas prod uced in halton by anthony up to the requirements of the three towns only qualifications being that there would be quality and regular flow he is prepared to present this promise in any form which council requires hi said councillor alfred sykes questioned the advisability of council supporting one company at the fuel board i dont wish to appear in opposi tion to anthonv but we can i set our selves up as a protective unit for one private enterprise whether it is in the county or not he said mr seynuck spoke on behalf of his company saying that anthony might as well deliver gas directly to the towns as to the pipelines of another company all the years i didnt have gas no body was interested said mr sey iuck now when 1 find it someone else comes along we now have eight wells and we have people to back us with finances the mcgilvray dale motion passed unanimously georgetown was the second town visited by the delegations word was sent before they arrived that acton council had passed the bylaws from here they went to monday morning a torontobound passenger train struck a standing passenger train heading for london fronts of both engines were torn apart none of the coaches were derailed the accident occurred in a blinding snow storm only the centre wheels of the locomotive left the track it took most of the day to clear the track but trains were getbng through from both directions by using the sid ing which annual meeting of the esques ing agricultural society sponsors of georgetown fall fair was held in the community hall stewarttown on sat urday evening spencer j wilson norval district farmer and member of esquesing township council was el ected president of the society to suc ceed harding price who has held the office during the past five years other officers include oliver j hunter 1st vice president wilfrid bird 2nd vice president and p w cleave treasurer a committee was set up to interview applicants for the position of secretary due to the resig nation of garfield mcgilvray who has consultants in the near future monday after cr leroy dale sug gested it the clerk was instructed to secure the plan which is still in dr h g faludis hands and to have a representative of the firm appear at council at a meeting in february to present it mr dale said that as a matter of principle he cannot accept any plan submitted by a firm which has been drawn up by men who have done a great deal of work for delrex devel opments im not attacking mr heslop but the plan should be made by an inde pendent person said mr dale i understand delrex has agreed to pay for it i feel citizens can pay 1500 for it so iq future there will be no backfires mayor armstrong said he thought there was some misconception about the matter and reviewed what had been done last year in order for delrex to have their subdivision approved by the planning dept at queens park he said the government demanded assurance that the whole town would be zoned to coordinate the old and new sections in orde rto expedite georgetown council at their meet ing monday engaged the services of bankers bond corporation to attempt the private marketing of a 650000 debenture issue ready for issue now the debentures will provide funds to pay for a number of municipal im provemenls including a large water works extension and a 260 000 hydro program as well as several sewers sidewalks and watermains and a pub lic school appeared at the meeting to suggest that his firm be given a chance at marketing the lar gest issue of town bonds ever offered at one time cr garfield mcgilvray finance committee chairman said that while it has been councils policy in the past to ask tenders for purchase of bonds the bank of commerce has been con ccrncd about such a large issue when others arc to follow later this year and that his committee which had met with mr mccutcheon previously recommended unanimously that ban kers bond be engaged mr mccutcheon said that if the bonds were marketed at avt they would be discounted and mayor arm strong said he thought it wise to raise the interest rate rather than have council forced to make up the ds count out of current tax revenue in a ear when it is most important to keep the tax rate as low as possible mr mccutcheon explained that his firm believes they have investors whom they can interest quietly in purchasing georgetowns bonds but if tenders were asked they could not make a firm bid because it would be so low that it would not be proper one difficulty in marketing municipal debentures he said is that certain in vestors set a limit per capita over which they will not invest he men tloned one insurance company which follows this practice and no matter how good the debentures are he said they cannot bo interested once they reach their limit a 7 00 charge will be assessed as a service charge against householders whose water meters arc damaged by frost where this can be traced to ncg ligcnce on the part of the owner property owners who think freezing damage might be caused by improper installation bv the town are advised to contact the town engineer a calculating machine rented at certain times of the year for use in lax work wil be purchased the ma
