this company has an obliga tion to serve the public to do so we must retain the confidence of investors through a sound ap proach to financial as well as other management problems early rate relief is essential if we are to preserve this confidence and to operate and develop our ser vices in a way that will satisfy the needs of our customers to achieve the level of earn ings of 243 per share which had been approved by the board of transport commissioners an crease in net income of some i 8 million is required because of the effect of taxes this neces sitates a gross increase in oper ating revenues of 16 million the proposed increases in long distance rates within ontario and quebec only are largely in per sontopcrson calls which would result in maxiura increases of five cents at most mileage steps be tween points up to 35 miles apart for longer distances the increases are somewhat higher in most cases bell telephones present gener al level of rates became effective on march 1 1952 the companys application stat es that under its present rate structure net income for 1938 is estimated at l98 a share the proposed revisions to its tariffs when effective for a full year would year period 1952 through 1957 following collective bargaining wage rates have been increased on the average by 3h per centj effective at the beginning of june the application provides for re venues to cover this increased em ployee expense in addition the company is still faced with the increased costs that led it to apply for higher rates last august the proposed rates for local service include increases in all groups into which the exchanges are classified examples of the present month ly rates in typical exchanges for twoparty residence and onfrparty business telephones with propos ed
