together with an audi tors certificate showing the con solidated balance sheet and sur plus of these companies as of de cember 31st 1957 showing sub stantial invested reserves exclus ivc of land and construction in progress and an earned surplus of more than 2000 000 the board having examined this additional material is satis field to accept the new bond of fered as security as a sufficent compliance with condition n 1 set forth in its previous letter the board accordingly has dite ted me to advise ou that it has granted tentative approval or the project at the estimated cost su ted in order to permit final plans and specifications to be prepared and tenders to be obtained when- these tenders arc obtained th bojkd will grant final approval prov ided that the amount doe not exceed the estimated coat in the meantime the board will hold the additional bond until the commission is in a position to seek final approval if and when final approval is granted one copy of the bond will
