aid for research on monday april sth haltonv federal member of parliament sandy best made a lengthy speech in parliament in which lie urged formation of a government com mittee to study organization of scientific research and pointed out the need for increased government aid in the research field text of his speech ts concluded from last weeks edition this is an important matter i believe that research should be connected with the universities and educational institutions as much as possible i would advoc ate mr speaker that this commit tee might examine the british scheme as the hon member for lambton west mentioned research groups could be attached to univer sities across canada i can think of no country that would benefit more from the establishment of specialized teams for example these people could look into cer tain aspects of biological medical or chemical research and other fields we in canada can rarely afford the manpowerr or the fin ances of having more than one of these highly specialized groups but perhaps a council could form ulate a plan whereby we could on the atlantic and pacific coasts and another station i believe in the province of quebec the dept of mines technical surveys has a mines laboratory the dept of national health and welfare main tains laboratories generally for the protection of public health the dept of northern affairs and nat tonal resources has a forest res oarch division and a forest products laboratory we have seen these various areas of research one can also add to this the anous provincial institutions which are engaged m research largely ap plied to industry particularly in dustnes in the provinces concern cd the federal dept of agricul lure sponsors a great deal of im portant research we have seen the reorganizatibn of the federal dept of agriculture i refer to the reorganization of the experi mental farm services and the scl ence service portion of that dep artment i think this is a natural outflow of the interrtlatiohsbips which come about in research in this day and age one cannot be let us say a wheat plant breeder without some knowledge of jilant patholog genetics soils and so on the various departments which bad been separated and are being overcome this fundamental prob- lsrourgot together m this reorgan i t ranaa pjtjon scheme provide an examp- rewithin the dept of agriculture -p- -of- an overall reorganization and wedding invitations our spec- itypbone tr tool lem which we have in canadaj ty encouraging rttsesrch groups in many of our specialized fields we simply do not have in canada adequate facilities for training a university by itself can generally afford speaking financially and also in a manpower sense one man and one woman only who is a specialist let us say m the dis ease of fish and this subject is used just as an example it is nec essary to give training to gradu ate students and personnel in uni versities m order that we can have these people trained and employed in canada the need is great there is a crying need in many fields with these research groups one group per specialized field so to speak and many df these groups attached to our educational institu tions right across canada we could give training in depth of knowledge i think this would be a tremendous step forward in the way of prog ressi i might add while mentioning the establishment of a separate me dical research council that a com mittee headed up by doctor far quharson of the universit of to ronto vice president of the natio nal research council in charge of medical research is now studying organization problems this com mittee established bj the minister of trade and commerce is investi gating this whole situation and should report sometime in the near future the small research groups which have plajed such an important part in general research in on at britain would be one of the im portant matters that we should deal with i would think that this committee should be one which would first of all make an over all surc of existing research in unada look at the overall picture first of all jnd sec what aeas an j m st in need of ffdtrdl a istanit federal organize ion of bodies whith unit under our junsdietiun liul the committee after that cou d continuing group whioheach jear during the ses sions- of parliament or perhaps at other times than during the sessions of parliament could con linue to study the various aspects of research pcanada and keep the memberstoi this house up to date on the various specialized fields there is a gap and i think this gap probably widens each year between technological and scicnti fie research advances which hate made our world almost a wonder land and our knowledge of them our ability to legislate in the fields because we must deal and grap ple with these problems has not increased in a comparative degree there is a liason gap there which this committee could fill and where it could play a part which would be of tremendous importance the years ahead in conclusion mr speaker i would be remiss if i were not to mention some of he research which is going on in canada at the pros ent time we have various gov eminent departments of course engaged in the field of research the dept of fisheries has a fish rnes research board with stations burlington music program entertainment for manor georgetown propane gas sms and service for home farm industry distributor for afagas ltd agincourt ontario tanks stored at silvercreek on no 7 highway bill mcenery tr 72032 collect if btcatwrl channelling of information and re search we should look at this example when studying research in this country the dept of ag nculture for man ears has car ned on much useful research in canada probably one could look again at our universities i have mentioned that the universities are the main stage of most of our fun damental research drama and 1 believe this should continue we can look at our industries the industries in canada are spen ding a considerable amount of mo ney on research and development i think the figures would indicate that in 1955 for instance and i am reading from the commercial letter of the canadian bank of commerce of september 1957 between 65 and 66 million were spent during that ear but again in this small countrj of ours we face a problem man of our large companies those most able to con duct research are subsidiaries so to speak in man cases of parent companies in great britain or in the united states and the re starch activities have been carried out bj those parent companies to the del lment perhaps of rtsearth in canal j tertainlv to the detxinun vr tht and institutions within the partic tilar ntdustrv in canada but this situation is changing tht htin member for 1 amoton we t tmr murphvi mentioned the chemical industry i think that i a prime example in tht cheiniul industrjthe engincerm- industries and the forest products mdu r u have sttii the urowth uf lam atirif i think m should ehii i nf in lu tr to imrum tlw howth of industrial rest arth in ur tax liws all mancc i made a o n fl ptr tent if taxable nc mie is deduct ih e if u id f i i arch b ltmpaniei i am n i tht sitliati n mr j speaker bit tt wrtli d be interest to know in how manv cases that five per cent of taxable income deduction for research purports was made use of b various in strial companies in some cases ti the projects arc approved the figure can be larger than five per cent two or three vears- ago the in dustnal foundation on education was organized i think thcrcjs here a potential opportunity for small companies and mediumsi zed companies with related inter esls to band together and form a research organization i believe there are one or two of these in existence in canada at this mom ent they have been a ver suc cessful part of the reesarch scene in great britain where they rec eive government encouragement and some government assistance in various cases tndustnal or trade groups could join together and pool some of their resources with in the framework of competitive industries in order to solve number of research problems so as to make better products or in crease productivity this then li the research scene as i see it in canada at the moment i think that a first and long step forward would be the establishment of this committee of the house of commons to examine the whole of the research scene and report back to this house there is no doubt whatever that we need in creased research facilities and pro bably increased reorganization in our various institutions 1 am sure that this committee could serve as a foundation for information to the government and as an ideal liaison group to accomplish this purpose represent georgetown at c of c convention harold marshall and dtck licata will represent georgetown cham ber of commerce at the annual meeting of the ontario chamber this week in kingston they are directors of the local chamber at
