amount tne mflonly of council at that time insisted on borrow ng rather than budgeting many oi these debentures were amounts as small as s3 000 00 and one was even issued for 1 100 00 for side walks with all of ih s borrowing debentures large and small at the end of 1959 amounted to over 2 m ihon dollars another attitude at that time was to carry over year after year deficits amount ng up to 35 and 40 thousand dollars aga n in th 1950s an agreement was reached for a very large expansion and development this in my opinion wasn t the best agreement but taking it all round it really wasn t a bad one provided it was lived up to here again tho attitude of the maonty of council was not to face reality but in view of the fail ure to fulfil the agreement gave further concessions and releases all ths created happy relations w th the developer and io nailer how impract cal a popular picture to the ratepayers by ths t me the ontar o municipal board had become very eonccrneckby conditions in general and finance in particular here m georgetown even so i feel we probably could have gotten away with another two or three years of this impractability before tne axe f nally fell in 1960 as head of the counc 1 and most certa nly not thru my efforts alone the first practical budget was presented to the ratepayers a budget thai swallow ed a s35 000 00 def cit frorri 1959 a budget tha provided for capital expendi tures without borrow ng a budget whicn ended the year with almost s 1 5 000 00 set aside for work ng cap tal and a budget that demanded a very practical but unpopular increase in taxes in 1961 the same attitude preva led cap tal expend tures without borrowing no deficit for the year end and an increased fuixf for working capital also in the 1960s by a slight maprity of council we faced the fact that development must be controlled that the 1954 agreement was sadly off balance that no further concessions should be granted that at least some of the promises must be fulfilled and that the key to our whole economical development was and is industrial assessment you the ratepayers have accepted the first fact that we must now pay for the heavy borrowing in the past and that we must progress on a pay as you go program however the second fact that we must control development has not been accepted by the developer the developer has said let us forget all our failures and commitments of the 1950s we cannot fulfil our promises so we will try something else in other words we the people lost the first horse race but let us take another gamble a maionty of council m 1960 and 1961 have refused to take any gamble there have been for the past two years several proposals none of which includ ed industry there have been threats of law suits and actual cosily litigation there is at present an attempt to smear and divide our town and there are other things that will come to light m the near future all this proves is that the devel oper is quite willing to gamble and use the taxpayers of georgetown as the chips has a bright outlook with the same attitude to financing and control there should be no increase in taxes there is one thing alon that can reduce your
