time and thought on the 1963 budget ywds seen last week whei ratepayers lerrtecf that there will be only aeonserva- live so in their tax payments this year a residntfa increase of 228 mills was th final decision aiter conferring with sleeted and appointed boards which did some budget paring along with councillors it is not easy as arjyone tn business these days will know to hold costs at their last year level we are still in an inflation ary spiral which started during the war years and has continued now for twentyodd years but there is ndication that the spiral is levelling off to soitje extent and it is a wile move for a muhicipa council to do its best to hold costs within previous figures ejipecrally noteworthy u lb early bud get date which in itself will cut borrowing costs and help to keep the foxwate down finance chairman john elliott and his committee deserve the thanks of ratepay ers for promoting an early budget which can set a paltern for future years tax mon ey will
