ontario dear mr lduor the march 10th edition of the herald reported a speech mad by halton county mil george kerr in the ontario legislature on the subject of university education undoub tedly mr kerr was sincere in his wishes to improve tha op portunities for education but there is something missing in hla philosophy of education or at least in hla reported speech which must be taken into ac count mr kerr suggested that year round schools might be an an swer to the high cost of educa tion at the present time the major universities in ontario are open eight months of the year to full time atudents about six weeks in the summer for summer studenta evenings and saturdays tor extension courses and some offer correspondence courses for those unable to reach teaching centres this means when marking time for exams is included that the uni vers it tea are already open ele ven months of the year during the day and about eight months during the evening and on sit urdays the physical accommo dations of most ontario univer si tie i iri taxed aim ait to the if limit at the moment beyond this however is much greater problem a rec ent symposium on student mental health held at tha unl versity of toronto concluded that there is an alarming num her of university atudents elth era on tha verge of or actually requiring psychiatric treat ment dr wodehouse the dlr ector of the university health service at toronto supported these findings with figures which showed that his psych latrie staff of two were in con- stmstfltmand andthatthe staff whuld have to be increased to five in a very short time this la just at toronto the pressures to produce of economics of personal life and of the impact of new values all contribute to the mental state of health of the student he is u ruler constant pressure to pro duce he works an average of ten hours per day six days a week ho li constantly being confronted with ideas and ideals of a different nature than his own and often in direct con trast to hll own ha baa little time to meditate on assimilate and sort opt these new vahrei thus hla search for truth u frus trated by the very climate meant to foater the enterprise his personal life is disrupted away from home constantly evaluating new acquaintances he la in a constant atate of flux there u no such thing as a typical junlveralty student any longer while canadian- soci ety does not generally view ac cess to higher education as a right for every high school gra duate who objectively meets an acceptable standard neither doeltregmdhuhflr studlci favorite hobble are golf and curling tv1 pjvvfnri aa the exclusive preserve of the governing classea as a result whole rros section of society is thrown together in a commu nlty of iwrnlng the rich do not know whether to live they are accustomed because they want to be psti of the group the poor cannot live they are but must necessarily raise their standard of living to survive this situ tion would only be amplified by free university education til at further aid is needed not be questioned there are many students who would not only receive increased ben efits but would slio make an increased contribution to the university if freed of economic anxiety isevertheleis the uni versity experience is treated wth much greater respect if the student contributes to hla own upkeep if its worth lie ving it s worth working to get it- at present there is a fine bursary system in particular the dominion provincial snd mklnt m imitvlnticn nurseries but the amounts awarded could be increased the cuscausi sponsored tax deducation of tuition fees is a good thing but benefits only a minority of the students since most students do not earn a significant am ount more than the basic 1100 deduction during the summer the solution does not lie in free year round universities it might lie in incresied bursaries and textbook grants it might also ur in a concerted campaign by the provincial government to gain more high paying sum mer jobs for university stud ents kree tuition would relieve many students of their econo mic burden but would increase their stsndsrd of living with the snowball effect of putting greater demands on the less fortunate to maintain the status quo and thus only wr ving to multiply the probltm for those most in need of assis tance and a wild dream which would be invaluable for most students would be to at low them one summer during their university career to read and think without having to work there la no simple solution the government will have to take the ateps it deems neces sary and adequate whatever the solution it will demand in creased provincial aid arcom panlad by increased support from the general public if one thousand cillxcns of geor getown were to donate 910 each year for the average wage ear- versity students it would mean a great deal ten dollars p year for the average wage ear ner is not very much but collec tively it would result in i a textbook grant of 100 which ia the minimum cost of books for one year and il a bursary of w00 for twenty university students from georgetown there is no reason why this couldnt be done in george town and in most other tuwrts and ritiea in ontario this would decrease the amount of provincial money needed for direct support and free more funds for capital expendltuie there are unlimited posiblli lies if we
