available we wager that his salary will be at a much higher level than is offered to date but even more important when the time finally cornel to engage such a man coimcil of that hay will have to reorient its thinking too and become more of a policy making group rather than dealing with the mass of detail which up to now has been lealously guarded as the right of elected representatives the
