32 million school budget up four million from 1968 halton education trustees were told last week that the county school bill has increased by almost 4 million over last year but the preliminary budget did not include provin cial rants total education spending this year will be almost 32 million as opposed to about 28 mil lion last year accounts for 709 per cent of the increased budget the other major factor ac counting for the 13 per cent increase in expenditures is the rise in costs per pupil over last year by 604 per cent the cost rose from 882 per pupil last year to 724 this year major llama der its control 45000 students trustees were told that it was still too early to determine the effect- on the ratepayers finance and business super intendent bruce lindley ex plained that this first glance showed only an outline of the boards costs for 1969 and did not bring into account provin cial grants that have still to be released march 12th he said that reliable informa tion from the dept of educa tion points to on or before mar 12th as the release date for the new grant system the expenditure side of the budget does however show that casts have risen over last year by about 13 per cent tho hike is attributed to the gene ral inflationary trend that has driven prices up in all fields and the gtowth of the school system more students mean more costs two major items that appear in this years budget that did not appear in last years are canadian pension plan contri butions on behalf of teaching staff at 180000 and extension of fringe benefits to all emplo yees at changes to be implemented as a result of board decisions will be done in the period between september and the end of the year the 1969 budget was prepa red in a different manner than usual in cooperation with rec ommendations made by the de partment of education and the ontario association of school business officials for use by county boards the budget is broken down into major responsibility areas to which all expenses are at tributed as outlined more clearly in former years ex- penditures were broken down into actual cost of objects ra ther than grouping them into responsibility areas this budget was combed over very thoroughly educa tion director james singleton told reporters later some of total budget 20 million be allocated to pay salaries of academic and administrative staff largest portion of the money will go toward paying salaries of 1083 elementary and 738 secondary school teachers for a total of more than a 15 million supply teachers alone will account for almost 300000 and special education at the elementary level will cost more than 600000 estimates on the salaries of secondary schools are not final since the teachers have yet to sign
