31st 1958 28 of the current year r tax levy these arrears of taxes are unreasonably high arid obviously some better method of following up jnd collecting arrears must lie established it would also appear that more care in the preparation of the annual budget should be given beibre the tax rate is struck the township has outgrown its present accounting sys tem and a modern system with machine bookkeeping for control of revenue and expenditure and outstanding taxes is required however in view of the closeness of regional government possibly you may desire to struggle along for another year rather than make the necessaary expenditure on machines at present the statements used for 1968 have been completely revised by the department of municipal affairs and it is not possihle in this year to give comparative figures for 1s67 auditors opinion we hereby report that in our opinion 1 the financial transactions which jravfcome under notice have been within the powers of the municipality co
