legislature these new procedures arfrj the result of the report of a select committee appointed last june to study our proced ures and recommend changes many of these changes have been adopted and implemented and- my observation is during this past two weeks since their introduction that the business of the province is being cond licted in a much more orderly and efficient manner the estimates of the differ ent government departments rather than having to all be de bated in the full committee of the whole house are now be ing considered in both the full committee and in the govern ment standing committees the estimates of the depart ment of agriculture and food were referred by the legislat ure to the standing committee on agriculture and food and were examined by that commit tee while at the same time the estimates of the attorney gen erals department were comp leted in le committee of the whole house two other departments have now been referred to the stan ding committees these being the dept of education estim ates and the estimates of the dept of highways five prominent businessmen and five civil servants have been appointed by provincial treas urer charles
