BY FRANCES NIBLOCK The Georgetown Gemini Reclamation Systems Inc. will dump all current and fu- ture plans to turnamined-out portion of United Aggregates Limited's Acton limestone quarry into a massive landfill The Gemini has learned. In return the Town, Re- gion and the environmental group P.O.W.E.R. mustagree to waive all costs in their six- figure fight to stop the dump, and abandon their opposition to a proposed Niagara Es- carpment Planning and De- velopment Actregulation that would make it easier for UAL to continue quarrying. No party to the purported deal would comment on the contents, but a copy of an August 25 memo from the Town's lawyer outlines the proposed deal that was the subject of a closed-door Council meeting last week at the Civic Centre and another incamerameeting after press time Tuesday. The five-clause draft deal, as outlined in Stephen D'Agostino's memo, said that RSI will drop it's nine- year attempt to get Provin- cial approval for the landfill and abandon rights and inter- ests in the quarry, if all par- ties in opposition agree notto go after RSI to recover their costs and legal bills to date. Subject to agreement of UAL and the Town, UAL will fund a study to deter- mine an appropriate end-use for the Acton quarry and to develop arehabilitation mas- ter plan. The Town will be given the option to purchase the entire quarry property once UAL has worked it out and rehabilitated and only after Halton Hills and or the Re- gion and UAL reach a mutu- ally satisfactory agreement for the excavation of the Third Line and Regional Road 43. In exchange the Town must agree not to object to the proposed NEPDA regu- lation change and other par- ties -- Halton Region and 'P.O.W.E.R. -- must agree to abandon their costs as a con- dition to RSI's withdrawal of the dump plan. The only person willing to comment on the record was environmentalist | Rita Landry, whose private pros- ecution against UAL for quar- rying without a development permit is back in court on Monday, and she does not like the deal as outlined in D' Agostino's memo.
