Subject to provincial ap- proval, the downsizing of Halton Council to 20 from 24 members will result in Halton Hills losing two of its five seats at the Regional table following the fall of 1997 municipal election. In a letter to Halton Chair Joyce Savoline, Leach wrote that decisions about changes to council size should receive substantial local support be- fore they are implemented. Leach outlined a formula for measuring local agree- ment to structural changes in counties -- the triple majority rule -- and suggested that he would like to see a similar level of support for any changes proposed by Halton. The formula calls for support for change from the majority of the area municipalities, representing amajority of the electors and the upper-tier (Regional) council. After reading Leach's let- ter, Ward 4 Councillor Al Cook noted that they had to react to the downsizing changes and were not asked for their opinion. "Should we be asking the Minister, please, as you be- ing the big brother or sister, or uncle, tell us what do you want us to do?" Cook ques- tioned at last week's Council meeting.
