THE NEW TANNER 11 WEDNESDAY, DECEMBER 29, 1999 Homeless update Council received a report outlining the initiatives ap- proved under the Homeless- ness Initiative Fund. Halton was previously allocated $150,000 by the Province to address the issue of home- lessness in this community. Council heard that progress has been made in the areas of establishing a housing help centre, purchasing emer- gency shelter beds, discuss- ing discharge issues for the mentally ill, implementing the concept of a rent bank, devel- oping a Housing Advisory Committee, and investigating housing issues related to sen- iors. Plan for Roads Staff presented to Council the Regional Roads 5 and 25 Corridor Strategy Final study and master Plan. Halton re- ceived jurisdiction over these roads from the Province in 1998 and this study addresses a number of critical issues such as safety, noise levels, potential for public transit, traffic patterns and increasing congestion, futures demands, interrelationship with the QEW and Hwy 407. and structural assessments of bridges, culverts, etc. Op- tions are recommended in the Strategy to minimize effects on Palermo at the corner of Regional Roads 5 and 25, and these have been referred to the Town of Oakville as a lo- cal planning issue. The study identifies $23 M needed over the next 5-10 years to bring these roads into good repair, and a further $88.4 M to widen the road to meet forecasted traffic flows. Staff are recommending that Council not consider any ma- jor improvements to Reg. Road 5 until 2003-4, to allow for a two-year period for traf- fic patterns to be assessed Rockwood Police (Region Highlights) after the opening of the new portion of Hwy 407. Remediation The Burloak Waterfront Park Shoreline Management and Remediation strategy is a joint effort between the Re- gion and Conservation Halton. This small waterfront park is the only remaining publicly-owned area of Queenston shale bluffs at the western end of Lake Ontario, and is also home to one of the largest colonies of nesting bank swallows at this end of the lake. The strategy ad- dresses the problem of sig- nificant erosion occurring to this property and recommends an approach to a balance shoreline stabilization needs, natural shoreline appearance and retention of the bank swallow habitat. The project will now proceed through a vironmental analysis. Study Impacts Regional and local plan- ning staff will be undertaking a Golf Course Study to pro- vide a greater awareness of land use and environmental issues associated with golf course development and to provide general direction for addressing new golf courses in future policy. Other Re- gional goals related to the protection of greenlands, min- eral resource areas, and ground and surface water could also be impacted by golf course development and will be addressed. This study is a Halton Area Planning Part- nership arising out of the Halton Area Services Review. Service In-House In light of recent Provin- cial downloading of ambu- Council has determined that the best option for total sys- tem flexibility to meet Halton's rapid growth and changing demographics is to take the service in-house.
