Linhardt said a prelimi- nary assessment of the zoning order indicates it precludes development outside urban settlement areas, except those uses that comply with Town zoning uses, and existing uses. "Basically, consider it a one-year moratorium on development outside of your approved urban boundaries, as well your approved hamlet bounda- ries and the various boundaries for the rural cluster settlement areas," he said, adding Council recently voted to support Halton's position and de- fer urban boundary issues for five years, as part of comprehensive review of the Halton urban structure.
